<br />It is Staffs opinion thatthe Interim Use Permit should be granted for the full term of five years. <br />It is Staffs belief that this would not only provide Hope Fellowship some flexibility in searching <br />for and securing either property or an existing facility for their permanent "home" but will also <br />provide the Applicant the ability to secure another occupant for their multi:-tenant building. <br /> <br />Staff has reviewed the use and finds that it is compatible with the surrounding area. The majority <br />of activity contemplated by the Applicant and interested tenant will occur on Sunday mornings <br />(two services, one at 9:00am and the second at 10:30am), with a combined attendance estimated. <br />to be about 175 people. There would also be some evening activities a couple days a week that <br />focus on kids and/or youth groups with attendances ranging between 15 and 30 people. The <br />. existing tenants include a liquor store, which obviously is closed on Sundays, and a pizza <br />delivery business that does not offer dine-in services. Thus, the additional activities do not <br />appear to conflict with the existinghusinesses. <br /> <br />The parking lot that serves the building has a total of 137 parking stalls (this includes eight <br />handicap spaces). As previously noted, it is anticipated that Sunday services will have a <br />combined attendance of around 175 people. Under City Code, places of assembly require a <br />. parking space for every three seats. Therefore, a total of fifty-nine (59) parking stalls would need <br />to be provided and based on the submitted site layout, there are more than enough parking stalls <br />to satisfy this requirement. <br /> <br />Remodeling of the interior of the building will be necessary to accommodate this new tenant. <br />Also, due to the change in occupancy (changing from Mercantile to Assembly) and based on the <br />submitted design, a fire suppression system (sprinkling) is required. Both the remodeling and <br />installation of a fire suppression system require issuance of building permits. <br /> <br />Recommendation: <br /> <br />Staff recommends that the Interim Use Permit request by Rum River Retail Ventures to allow for <br />the temporary operation of a church facility in an area zoned B-1 Business District be granted for <br />a term of five years. <br /> <br />Commission Action: <br /> <br />Motion to recommend that City Council adopt Resolution # <br /># relating to the request for an Interim Use Permit. <br /> <br />adopting Findings of Fact <br /> <br />-and - <br /> <br />Motion to recommend that City Council adopt Resolution # <br />an Interim Use Permit and declaring the terms as proposed. <br /> <br />approving the request for <br /> <br />,..or- <br /> <br />2 <br />
