REPORT FROM PUBLIC WORKS By: Public Works Staff Background: CASE j#4 The Public Warks Committee met on Tuesday, September 16, 2008 and discussed the following six cases: CITIZEN INPUT There was none. APPROVE AGENDA Motion to approve the agenda as submitted: Case #1 Receive Feasibility Studies and Information Meeting Comments on Dirt Streets Background: The City has received three petitions from residents regarding paving dirt streets, The petitions meet the guidelines of having at least 35% of the resident's signatures. Over the last few weeks, staff has drafted feasibility studies and held informational meetings for residents. A review was given of the comments staff received regarding each project. It was noted that the meeting on Project 08-31, Chameleon Street, was attended by 10 residents., Staff is recommending that the City continue to assess the full share for both lots because all the resident would need to do to make the second lot buildable is to meet the setback requirements. The property owner at 17410 Chameleon reported drainage issues. and staff will take a look at this during the design phase. Motion to recommend to City Council to authorize staff to move IP 08-31 Chameleon Street project forward and affirm the proposed full unit assessment for vacant property; and direct staff to' review the grades at 17410 Chameleon to determine -whether the planned drainage improvements should be modified. The next project is 08-34 151st Avenue, 152"d Avenue and Fluorine Street and noted that 12 residents attended the informational meeting. Two of the property owners have stated that they would.like to have City sewer and water included in the project. Staff has found that it would have to come out about three-fourths of the way through the streets and questioned whether there would be other residents interested in a feasibility study on including City sewer and water. Motion to recommend to City Council to move IP 08-34 151" Ave, 152"d Avenue and Flourine Street project forward and direct staff to: remove the closure of 152"d Avenue at TH 47 from the scope of the improvements; affirm the retention of the connection of 152"d Avenue to Helium Street within the scope of the improvements; and affirm proposed equal assessment for corner properties on the frontage road. —109—
