Project 08-33 Ute Street, at this informational meeting the proposed right of way was a <br />significant concern from the residents in attendance. It appears that the right of way that exists is <br />not in a straight line, so the City needs to do additional research on where the actual property <br />lines are located. There may also be some legal issues with the access easements as they are <br />written, so this will need some research also. The City may need to prepare a legal document <br />that has consistent language that the City could ask homeowners to sign to reaffirm the <br />dedication of the right of way. <br />Motion to recommend to City Council to table discussion of IP 08-33 Ute Street Paving, until the <br />residents have had an opportunity to see where the road is proposed and the options for <br />easements. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #2 Review Accident History and Traffic Volumes at TH 47 & 142°d Avenue <br />Background: <br />Council had requested a review of the accident history and traffic volumes in this area. Staff <br />understood that the Council wanted neighborhoods involved, however, depending on which <br />areas are discussed, the neighborhoods involved could vary greatly. For this reason,. staff wanted <br />to present the information to the Public Works Committee first to see what direction the City is <br />going so the neighborhood audience can be targeted appropriately. Staff reviewed the road <br />modifications that have been made in the area since 2000 as well as traffic counts from 2001, <br />2003 and 2008. The most recent traffic counts were taken after Labor Day when school was in <br />session. Traffic counts did not include 2005 and 2006 because there were significant projects <br />happening at the time, which may have skewed the numbers. There are higher numbers on 142"d <br />east of Argon Street, than there are on 142"d West of TH 47, which suggests that the frontage <br />road behind Rivers Bend plays a significant role in how traffic filters through the neighborhood. <br />There is also significantly less traffic using 142,d from Rivers Bend and the counts have been <br />declining since 2001. Te most substantial increase has been on Dysprosium, which shows a 60- <br />70% increase in the amount of traffic. <br />Staff will explore the closing of 142nd and opening Mallard Ponds, get traffic counts on the <br />frontage road as well as costs for improving the frontage road. <br />Actions <br />No action required. <br />Case #3 Update on Water Meter Exchange Program <br />Background: <br />In late February 2008, the Council approved a 5 -year replacement project for all the water meters <br />in the City. This comes to 744 meters per year and will eliminate the contracted services for <br />reading meters. Staff has exchanged 502 meters so far his year and has read all the meters 3 <br />-110- <br />
