CASE # I REQUEST FOR AN INTERIM USE PERMIT TO ALLOW TOR THE OPERATION OF A CHURCH IN THE B4 BUSINESS DISTRICT; CASE OF RUM RIVED RETAIL VENTURES By: Chris Anderson, Environmental Coordinator Background: The City has received an application for an Interim Use Permit from Rum River Retail Ventures to allow for the temporary operation of a church facility in an area zoned B-1 Business District. The temporary church facility will be in a multi -tenant building located ai 6008 167th Ave NW, The Applicant would like to be able to utilize the space for church offices, Sunday services and to provide other services, such as youth group meetings/activities, throughout the week, The following items are enclosed for your information: a) Site location map b) Site layout c) Interior design layout d) Summary of operations by Hope Fellowship of Ramsey e) Photo of site f) Draft Planning Commission meeting minutes dated October 2, 2008 g) Proposed Findings of Fact h) Proposed Interim Use Permit Notification: State law requires notification to properties within 350 feet of the boundaries of the subject property. Observations: The Applicant is proposing to utilize 8,184 square feet of the multi -tenant building located at 6008 167th Ave NW for the purposes of operating a church. The property is zoned B-1 Business District, which does not expressly permit churches or other places of worship (it does though allow for offices as a permitted use). The Applicant is proposing to remodel the unit to have a worship area, offices, and youth rooms. It is the City's understanding that the proposed tenant, Hope Fellowship of, Ramsey, is actively looking for property in Ramsey on which to either construct a permanent facility or to purchase an existing facility. The parking lot that serves the building has a total of 137 parking stalls (this includes eight handicap spaces). It is anticipated that the two Sunday services will have,a combined attendance of around 173 people. Under City Code, places of assembly require a parking space forevery three seats. Therefore, a total of fifty-nine (59) parking stalls would need to be provided and —315—
