CASE # I <br />REQUEST FOR AN INTERIM USE PERMIT TO ALLOW TOR <br />THE OPERATION OF A CHURCH IN THE B4 BUSINESS DISTRICT; <br />CASE OF RUM RIVED RETAIL VENTURES <br />By: Chris Anderson, Environmental Coordinator <br />Background: <br />The City has received an application for an Interim Use Permit from Rum River Retail Ventures <br />to allow for the temporary operation of a church facility in an area zoned B-1 Business District. <br />The temporary church facility will be in a multi -tenant building located ai 6008 167th Ave NW, <br />The Applicant would like to be able to utilize the space for church offices, Sunday services and <br />to provide other services, such as youth group meetings/activities, throughout the week, <br />The following items are enclosed for your information: <br />a) Site location map <br />b) Site layout <br />c) Interior design layout <br />d) Summary of operations by Hope Fellowship of Ramsey <br />e) Photo of site <br />f) Draft Planning Commission meeting minutes dated October 2, 2008 <br />g) Proposed Findings of Fact <br />h) Proposed Interim Use Permit <br />Notification: <br />State law requires notification to properties within 350 feet of the boundaries of the subject <br />property. <br />Observations: <br />The Applicant is proposing to utilize 8,184 square feet of the multi -tenant building located at <br />6008 167th Ave NW for the purposes of operating a church. The property is zoned B-1 Business <br />District, which does not expressly permit churches or other places of worship (it does though <br />allow for offices as a permitted use). The Applicant is proposing to remodel the unit to have a <br />worship area, offices, and youth rooms. It is the City's understanding that the proposed tenant, <br />Hope Fellowship of, Ramsey, is actively looking for property in Ramsey on which to either <br />construct a permanent facility or to purchase an existing facility. <br />The parking lot that serves the building has a total of 137 parking stalls (this includes eight <br />handicap spaces). It is anticipated that the two Sunday services will have,a combined attendance <br />of around 173 people. Under City Code, places of assembly require a parking space forevery <br />three seats. Therefore, a total of fifty-nine (59) parking stalls would need to be provided and <br />—315— <br />
