Should the various items above come in below the estimates, this case proposes the purchase and installation of up to three trash receptacles, and four park benches. One of the benches would be placed near the Mississippi River, and one along Riverdale Drive both of which are popular walking routes. In no case will more than $45,000 be expended without Council authorization. Annual Operating Investment; Irrigation system annual operating costs are estimated at approximately $1,778 per acre (2009 dollars). This includes water, electricity, repairs and maintenance activity such as winterization. This project at 4 -acres then should be considered to require about $7,112 per year, in relation to the General Fund budget. The Parks 452 operating budget being considered separately by City Council includes this project in the 2009 projection. Funding Source and Staff Recommendation: Staff recommends moving the capital improvement project forward, with the funding source as the Park Improvement Trust Fund at $45,000 pursuant to the Capital Improvement Program. The Park Trust Fund balance is $4,157,834, with the Mississippi Recreation District comprising $445, 421 of that total. Commission Action: Motion to approve up to $45,000 from the Park Improvement Trust Fund for irrigation, and other minor improvements to Riverdale Park.
