Cnm:)ea�-*, I A <br />ADOPT RESOLUTION REQUESTING METROPOLITAN COUNCIL APPROVAL <br />FOR AN EXTENSION OF PLANNING PERIOD FOR THE CITY'S 2008 <br />COMPREHENSIVE FLAN UPDATE; CASE OF THE CITY OF RAMSEY <br />By: Amber Miller, Community Development Director <br />Background: <br />On September 26, representatives from City Staff, Metropolitan Council staff, City Council, <br />Planning Commission, Bonestroo met to discuss the process of completing Ramsey's 2008 <br />Comprehensive Plan Update no later than the state mandated deadline of December 31, 2008. <br />Attachments: <br />1) Resolution requesting Metropolitan Council approval for extension of planning period <br />for the City of Ramsey 2008 Comprehensive Plan Update, <br />2) Completed Metropolitan Council application requesting extension of planning period. <br />Observations: <br />Failure to submit a completed Comprehensive Placa Update to the Metropolitan Council for <br />review by December 31, 2008 will have two significant impacts: <br />• The only comprehensive plan amendments the Metropolitan Council will consider <br />beginning January 1, 2009 will be amendments to 2030 (updated) comprehensive plans, <br />This means that there would not be any consideration for comprehensive plan <br />amendments to Ramsey's current 2020 Comprehensive Plan. <br />• Beginning January 1, 2009, the Metropolitan Council will no longer execute Livable <br />Communities Act (LCA) grant agreements for any projects within a community that <br />failed to a completed comprehensive plan update for review by the state mandated <br />deadline of December 31, 2008. The implication of this would be that projects within <br />the City of Ramsey's limits would no longer be eligible for these grant monies. <br />Considering the severe consequences of failing to submit a completed comprehensive plan <br />update by December 31, 2008, the group consensus was to extend the 2020 plan to 2030 using <br />only the necessary updates to accommodate growth projection adjustments while maintaining <br />an average of three units per acre in sewered areas. The community can then determine <br />whether to adhere to this `status quo' plan or choose to submit a major amendment request to <br />the Metropolitan Council once the original 2030 comprehensive plan update has been approved <br />under the current deadlines. Utilizing this strategy will allow the City to avoid the serious <br />implications of missing the state mandated deadline while simultaneously providing the <br />community time work out desired changes to the land use plan and to get into the level of <br />detail necessary to make major changes to the plan. <br />While the Metropolitan Council will not consider requests for extending the deadline for <br />submitting a completed comprehensive plan update for review, they will consider an extension <br />—89— <br />
