Park and Recreation Commission Park's Capital Improvement -2001 <br /> <br />Central Park East 35 Acre Acquisition: <br /> <br />The purpose of this project is to expand the existing 45-acre park to the east to Variolite <br />Street N.W. This 35 acre expansion has been on the Park and Trail Plan for many years <br />and is intended to ultimately provide the land needed to make Central Park the largest <br />developed park in the City's system of community park's. For 2001, there is no funding <br />designated for the land purchase (unless it becomes available), in later years it was <br />intended as a general fund contribution of approximately $32,000. The intent is to enter <br />into an approximate ten year contract for deed which would allow for park development <br />to occur while the property was being paid for or begin banking dollars so if it becomes <br />for sale, or the owner considers development, the City may have the funds necessary to <br />secure the land. <br /> <br />Elmcrest Park Phase 1: <br /> <br />This initiative will begin the development ofRamsey's 5th and newest Community Park. <br />The property has been surveyed and topographic and wetland information has been <br />collected which provides for the development of bidding documents for a 2001 <br />construction season. The next step will be to survey neighborhood residents for their <br />ideas for the park design as well as residents at large in conjunction with the planning <br />process by the Park and Recreation Commission with review and comment by the <br />Ramsey Youth Athletic Association. The primary first phase development will be <br />construction of an access road and parking as well as turf establishment, well and <br />controls, irrigation and turf establishment for soccer fields. <br /> <br />Rivers Bend Irrigation and Controls: <br /> <br />Irrigation for the soccer fields and softball field at the park has been part of the five year <br />Park CIP for many years. With the exception of special events such as the Community <br />Picnic and Ramsey Youth Athletic Association programming at Central Park, River's <br />Bend Park probably receives more day to day activity then any park in Ramsey's system. <br />It's expected that the athletic fields will always be needed as part of the Athletic <br />Association's programming. Irrigated turf is necessary in order to withstand the. traffic <br />generated by soccer activity in addition to providing for an injury resistant playing <br />surface. <br /> <br />-263- <br /> <br /> <br />
