Ed Hamilton, 6615 Highway #10 NW, Ramsey, stated he owns a home directly south of this site <br />and had owned the subject site for 42 years. He explained he sold an 80 foot strip to the City for <br />a utility improvement project. He stated the staff report mentioned there was a nonconforming <br />house, his house, which was built in the 1850s. Mr. Hamilton stated he is concerned about truck <br />traffic and noted this facility was turned down by the City of Coon Rapids since it was not a <br />permitted use. He stated the transfer station would be open Monday through Friday and asked <br />what will happen to the materials that are left on the site over the weekend. He urged the <br />Council to address all of the issues and suggested that not one business in this area supports this <br />application. Mr. Hamilton stated he believes there are other areas in Ramsey where this use <br />could locate. He stated he is opposed to the conditional use permit. <br /> <br />Mayor Gamec commented on the issue of hazardous waste and advised that it must be handled in <br />a different manner and is highly regulated by the State of Minnesota. He explained the Council <br />decided to look at the whole issue, including the transfer station, since they were going to <br />consider that in the future and the Council wanted all to be aware of it. Mayor Gamec advised <br />that Ace cannot allow their drainage to go off the site as is required of all businesses and <br />properties. With regard to traffic, he stated the City is promoting industrial property which will <br />result in increased traffic. He stated he talked with several people to see if there were any <br />complaints and learned they had no particular complaints. <br /> <br />Councilmember Connolly asked about the issue of wetlands on this site. <br /> <br />City Engineer Jankowski stated he is fairly familiar with the site but checked the National <br />Wetland Inventory Maps and determined there are no designated wetlands on this site. He <br />agreed that Becker soils are prone to flooding but he cannot identify any flooding problems with <br />the proposed site. He explained how the two ponds proposed for the site are designed and <br />advised that, from a water quality standpoint, it presents many opportunities for filtering. With <br />regard to water quantity, he noted the statement that the elevation of 867 was mentioned and the <br />most significant thing that could cause flooding is if the pipe from the upper pond to the lower <br />pond were to become plugged and the 100 year event was exceeded. If that were to occur, water <br />would run along the parking lot and onto McKinley Street and pose no flooding concern to the <br />properties to the north. <br /> <br />Community Development Director Frolik stated she asked the County about washing of the <br />trucks and understands that is a permissible discharge into the sanitary sewer system. <br /> <br />City Engineer Jankowski stated the sarfitary sewer system in that area is more than adequate <br />since it is right on the trunk line. <br /> <br />Mayor Gamec stated a concern was raised about waste sitting at the facility but the PCA and <br />County permitting procedure prohibits that from occurring.
