Councilmember Anderson asked what happens on weekends or holiday weekends with partial <br />loads. <br /> <br />Mr. Berkopec stated they do not haul as much garbage on Fridays so they think they will be <br />completed prior to 5:00 p.m. and all garbage will be off site at that time. He noted that this <br />disposal plant is not large enough to handle all of their waste and if there is a partial load, it <br />would be hauled to one of their other sites. He stated they will have an overall disposal plan that <br />addresses those issues. <br /> <br />Community Development Director Frolik explained that the term "nonconforming house" is <br />simply to indicate that when the house was built it was a legal use but since then the property has <br />been zoned commercial meaning the house is no longer conforming but has grandfathered fights. <br /> <br />Mr. Hanson read from a page in the City's Plan which he believed indicated the DNR inventory <br />includes the wetland types on that site. <br /> <br />Community Development Director Frolik stated the draft Comprehensive Plan has an <br />environmental overlay map that identifies .slopes, wetlands, and woodlands. She explained this <br />site has woodlands. <br /> <br />Mr. Hanson stated there are woodlands only on one small corner of the site. <br /> <br />Councilmember Hendriksen asked if this will require wetland delineation. <br /> <br />City Engineer Jankowski stated the national wetland inventory map does not include all wetlands <br />in the City so a reconnaissance of the site can be done, if desired by the Council. <br /> <br />City Attorney Goodrich asked if it is possible the site includes wetlands or if it is obvious it does <br />not. <br /> <br />City Engineer Jankowski stated while he is not a registered wetland delineator, it is obvious to <br />him that there are no wetlands on the site. However, an expert of wetland delineation could walk <br />the site to make that determination if desired by the Council. <br /> <br />Councilmember Hendr/ksen suggested that be considered as a condition of approval. <br /> <br />Councilmember Zimmerman stated on March 5, 2000, he and Councilmembers Anderson and <br />Connolly toured the Brooklyn Park facility. Prior to the tour, he stated he had some fears about <br />smell that have been expressed tonight.
