Absent: None. <br /> <br />Case #10: <br /> <br />Introduce Ordinance for Sale of Lot 1, Block 1, Business Park 95 Eighth <br />Addition to Mateski LLC/Systematic Refrigeration <br /> <br />City Attorney Goodrich explained that the City Charter requires that an ordinance be passed in <br />order to convey title to real property. Pursuant to the TIF Agreement, the City has conveyed title <br />to Mateski LLC/Systematic Refrigeration for Lot 1, Block 1, Business Park 95 Eighth Addition <br />and, therefore, it is necessary to pass an ordinance. The City has previously, by entering into the <br />development agreement on this project, approved the sale. <br /> <br />Motion by Councilmember Connolly and seconded by Councilmember Anderson to introduce <br />the ordinance providing for the sale of Lot 1, Block 1, Business Park 95 Eighth Addition. <br /> <br />Motion carried. Absent: None. <br /> <br />Case #11: Request for Proposals (RFP) for City Code Chapter 9 Rewrite <br /> <br />Community Development Director Frolik explained that, earlier this year, the City Council <br />reallocated $45,000 of 1998 Community' Development Block Grant (CDBG) funds for the <br />purpose of amending Ramsey City Code Chapter 9 (Zoning and Subdivision of Land) to <br />establish regulations and controls that will implement the new Comprehensive Plan. City Staff <br />recommends City Council approval of the RFP and authorization to distribute it to the prepared <br />list of consultants. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Connolly to approve <br />the RFP for a Chapter 9 rewrite and authorize staff to distribute it to consultants contingent upon <br />County approval of funding. <br /> <br />Motion carried. Absent: None. <br /> <br />Case#12: Consider Establishment of a Moratorium on the Development of <br /> Communications Towers <br /> <br />Community Development Director Frolik explained that due to the recent conditional use permit <br />application by U.S. West Wireless to construct an 180 foot personal communication tower in the <br />Rural Residential District, the City Council directed the Planning Commission to review the <br />City's current ordinance. The Planning Commission has looked at the ordinance and the primary <br />concerns regarding towers are appropriate locations and heights, especially in residential <br />districts. The Planning Commission has recommended that the City Council allocate funds to <br />engage the services of a consultant to analyze the City's current tower ordinance, make <br /> <br />City Council/April 25, 2000 <br /> Page 24 of 29 <br /> <br /> -122- <br /> <br /> <br />
