I <br />I <br />I <br /> <br />recommendations for any amendments deemed appropriate, and research the feasibility of <br />predetermining appropriate tower zones or locations. She presented the three price quotes, which <br />were obtained and recommended McCombs, Frank, Roos Associates, Inc. or Biko Associates, <br />Inc. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Connolly to adopt the <br />resolution reallocating $3,400 from the Expenditure Reserves to the line item of Professional <br />Services in Planning and Zoning for the purpose of engaging the services of a consultant to <br />review Ramsey's current tower regulations. <br /> <br />Further discussion: City Administrator Norman presented information he had received from out- <br />of-state companies who do this type of work. Councilmember Connolly stated she would like to <br />explore that option. Community Development Director Frolik stated the three who presented a <br />quote indicated the ordinance was adequate but the question is if it can be predetermined to <br />establish zones for towers. Councilmember Connolly stated it was mentioned the City is almost <br />guaranteed to be sued so it is important to have everything in order when going to court and to <br />assure other issues are covered to limit liability. Councilmember Zimmerman stated the two <br />action items do not address selecting a consultant at this time. Community Development <br />Director Frolik stated the motion on the floor is to transfer funds and engage a consultant and the <br />second recommended motion is to establish a moratorium. Councilmember Zimmerman <br />indicated support for establishing a moratorium. Mayor Gamec stated he would support a <br />moratorium over the entire City. <br /> <br />Councilmembers Hendriksen and Cormolly withdrew their motion <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Connolly to introduce <br />the ordinance to establish a 90 day moratorium on the development of communication towers. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. Absent: None. <br /> <br />Case #13: Adopt Right-of-Way Ordinance <br /> <br />City Engineer Jankowski requested that this item be tabled to the next meeting to allow time for <br />additional comments. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to table <br />consideration of an ordinance establishing regulations governing activity within the right-of- <br />ways within the City of Ramsey to the May 9, 2000, meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, <br />Anderson, and Connolly. Voting No: None.
