In accordance with City Code, all <br />driveways and off-street parking and maneuvering areas are proposed to be surfaced with <br />bituminous pavement and finished with B-612 concrete curbing. Code requires a minimum of 89 <br />parking spaces for the facility; 89 are proposed. The City Engineer expressed concern over the <br />possibility of cut-through traffic from T.H.#4? to Super America and suggested that the site plan <br />may be reconfigured to eliminate this problem. The access from the rear of the development <br />should also be re-configured to more closely line up with the drive to the north. Wayne Johnson <br />has looked at suggestions made by Staff and has come up with a new site plan, which addresses <br />most of the issues. Staff has not had time to review the new site plan, but many of the changes <br />have been made. City Staff recommends site plan approval. <br /> <br />Commissioner Johnson requested a review of where changes were made in the site plan. <br /> <br />Commissioner Johnson asked if M_r. Lampert is comfortable with the Staff letter. <br /> <br />lvfr. Lampert, Architect for Rarnsey Towne Square, said he is not clear on the request for the <br />spruce trees on the boulevard. They thought there should be deciduous trees along the bike path <br />so they will not interfere with the bike path or parking when they grow larger, which pine trees <br />will do when they fill out. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend that <br />City Council grant site plan approval to the site plan proposal for a retail business center <br />contingent upon compliance with the City Staff review letter dated April 27, 2000, the amended <br />site plan, and deciduous trees to be planted along Highway 47. <br /> <br />Motion Carried. Absent: Chairperson Anderson. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #6: <br /> <br />Revisit Request for Preliminary Plat Approval of Valley View; Case of Philip <br />Johnson <br /> <br />Community Development Director Frolik recalled that the Plarming Commission recommended <br />preliminary plat approval of Valley View on Green Valley Road. They did discuss whether there <br />should be a provision to e,'ctend 1786 AvenueN.W. to the westerly 1/mits of M_r. Johnson's plat to <br />facilitate future development. That same discussion occurred at City Council level and they <br />asked that the Planning Commission revisit this plat to absolutely determine if 178~ Avenue <br />should be extended to the west. She noted that she, the Community Development Assistant, the <br />City Engineer, and the property owners met on the site and reviewed the wetlands. <br /> <br />City Engineer Jankowski reviewed a map of the area, which included ~[r. Johnson's property and <br />neighboring properties to the west. He identified the obvious wetlands noted on the County half <br />section map and noted there may also be some other marginal low lands, however, it is difficult <br />to tell what they are as the site is fairly inaccessible.
