<br />9.11.09 <br /> <br />3. Commercial use motor vehicles and equipment may be parked outside for <br />short-term periods (8 hours or less) or for long terms under the following <br />conditions: <br /> <br />(a) The vehicles and/or equipment shall be screened to a degree of 75% at <br />ground level view. <br /> <br />(b) The vehicles and/or equipment shall be parked only on the side yard or <br />rear yard of the subject property and said items shall be parked on a <br />residential parking surface that consists of either bituminous <br />pavement or concrete, or outside the boundaries of the MUSA on a <br />minimum of con bit or prepared gravel with at least 2 inch base. <br /> <br />( c) Commercial use vehicles and equipment intended to be parked outside <br />that cannot meet the criteria established in 3i and 3ii above but can <br />provide for alternatives to same, shall be required to obtain an Interim <br />Use Permit. <br /> <br />4. Active agriculture vehicles and equipment necessary to sustain agricultural <br />uses are allowed and not required to be parked on prepared surfaces. or <br />screened. <br /> <br />5. Private and/or commercial use type motor vehicles and equipment shall <br />not be parked on a parcel unless said personal property is owned or leased <br />by a person residing on the parcel, or owned or leased by the employer of <br />a person residing on the parcel. The Minnesota Department of Motor <br />Vehicles registration records shall be used to determine the owner of <br />registered vehicles and/or equipment and said owner's address. <br /> <br />Commercial and Industrial Develooment Off-Street Parkin!! <br /> <br />Subd.1 <br /> <br />General Provisions <br /> <br />a. Property that constitutes required off-street parking areas may not be <br />separated, through sale or other means, from the property containing the <br />principal use for which the parking area is required. <br /> <br />b. All off-street parking spaces shall have access off driveways and not <br />directly off the public street unless otherwise approved by City Council. <br /> <br />c. Required parking facilities serving two (2) or more uses may be located on <br />the same lot or, in the same structure, provided that the total number of <br />parking spaces furnished shall not be less than the sum of separate <br />requirements for each use. The council may approve the joint use of <br />parking facilities by the following uses or activities under the following <br />conditions: <br /> <br />1. For the purposes of this Section, the following uses are considered as <br />daytime uses: banks, business offices, or wholesale or similar uses. <br />
