Public Works Director Olson stated that the bottom line is that the contractor will determine what the prices are and he is hoping it comes in much lower than that. He stated that they also do not want just a pipe going out to the river, but to make it look better than just a pipe sticking out of the bank and somehow minimize the visual impact on the riverbank. Councilmember Look asked if the LRRWMO plan was based on the sandy soil that is in Ramsey. Public Works Director Olson confirmed that their decision was based on the type of soil in the area. Councilmember Look asked if Public Works Director Olson was saying time is of the essence and the City would not have time to work on this with a developer when they came to the City. Public Works Director Olson stated that the best time to construct this is in the fall or early winter when water levels are at their lowesf, but also that the City is close to the LRRWMO limit. Councilmember Elvig stated that there has been activity in people looking at the RTC and he understands that the pipe needs to be put in prior to these projects coming in. Public Works Director Olson stated that, theoretically, the reason to get this going today is, if the City got a request in December or January from someone who wanted to come to the City, the City wouldn't be able to turn this around until the fall or the summer months. He stated that he does not think a good message to send the developer is that they cannot move forward for 9 months. Keith Kiefer, 6203 Rivlyn Avenue, asked if this would correct the northern most pond, which is located in the way of the dedicated frontage road in front of the former Diamonds property. Public Works Director Olson stated that will not be part of this project at this time because there is not a need for the frontage road. Motion by Councilmember Olson, seconded by Councilmember Strommen, to adopt Resolution #08-10-210 authorizing the advertisement for bids for the County Pond Storm Sewer Outlet. Motion carried. Voting Yes: Councilmembers Olson, Strommen, Dehen, Elvig, Jeffrey, and Look. Voting No: None. City Attorney Goodrich stated that the City Code has a fairly comprehensive provision related to temporary signs. He read aloud the portion of the City Code relating to temporary signs, such as Grand Openings, Portable Signs, Public Events, which are allowed for the week of the event or up to 30 days surrounding the public event or grand opening.
