<br />Public Works Director Olson stated that the bottom line is that the contractor will determine <br />what the prices are and he is hoping it comes in much lower than that. He stated that they also <br />do not want just a pipe going out to the river, but to make it look better than just a pipe sticking <br />out of the bank and somehow minimize the visual impact on the riverbank. <br /> <br />Councilmember Look asked if the LRRWMO plan was based on the sandy soil that is in <br />Ramsey. <br /> <br />Public Works Director Olson confirmed that their decision was based on the type of soil in the <br />area. <br /> <br />Councilmember Look asked if Public Works Director Olson was saying time is of the essence <br />and the City would not have time to work on this with a developer when they came to the City. <br /> <br />Public Works Director Olson stated that the best time to construct this is in the fall or early <br />winter when water levels are at their lowesf, but also that the City is close to the LRRWMO <br />limit. <br /> <br />Councilmember Elvig stated that there has been activity in people looking at the RTC and he <br />understands that the pipe needs to be put in prior to these projects coming in. <br /> <br />Public Works Director Olson stated that, theoretically, the reason to get this going today is, if the <br />City got a request in December or January from someone who wanted to come to the City, the <br />City wouldn't be able to turn this around until the fall or the summer months. He stated that he <br />does not think a good message to send the developer is that they cannot move forward for 9 <br />months. <br /> <br />Keith Kiefer, 6203 Rivlyn Avenue, asked if this would correct the northern most pond, which is <br />located in the way of the dedicated frontage road in front of the former Diamonds property. <br /> <br />Public Works Director Olson stated that will not be part of this project at this time because there <br />is not a need for the frontage road. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Strommen, to adopt Resolution <br />#08-10-210 authorizing the advertisement for bids for the County Pond Storm Sewer Outlet. <br /> <br />Motion carried. Voting Yes: Councilmembers Olson, Strommen, Dehen, Elvig, Jeffrey, and <br />Look. Voting No: None. Absent: Mayor Gamec <br /> <br />Case #3: <br /> <br />Request for a Conditional Use Permit to Exceed Sign Restrictions; Case of A- <br />1 Custom Signs - continued.... <br /> <br />City Attorney Goodrich stated that the City Code has a fairly comprehensive provision related to <br />temporary signs.
