<br />Councilmember Olson stated that she has a question about a "week long" event. She asked if, <br />for instance, the store has a sale that lasts a week and that one ends and then has another sale <br />starts that lasts a week, how would that be handled. <br /> <br />City Attorney Goodrich stated that they could not have a grand opening event every week. <br /> <br />Community Development Director Miller stated that subdivision 6 of the ordinance deals with <br />portable signs that are permitted in business and industrial districts and are allowed for seven day <br />periods, six times a year per business, however, if more than one business uses the same parcel, <br />than no more than 2 sign devices shall be in place at anyone time. <br /> <br />City Attorney Goodrich stated that he feels this is pretty generous, so there could be 84 days <br />where there could be a portable sign displayed. <br /> <br />Councilmember Dehen stated that he is not opposed to limiting the portable signs to just for <br />grand opening events for this applicant. He stated that he agrees that the area is very distraCting <br />with signs. <br /> <br />Councilmember Elvig asked if subdivision 1 from the ordinance should be placed in the <br />language of the motion. <br /> <br />City Attorney Goodrich stated that there should be a finding of fact regarding the distraction and <br />crowded signage in the area and that it be tied into safety. <br /> <br />Councilmember Olson stated that the other issue is the woodcarvings and rugs being displayed <br />out there. She stated that those should be restricted to only 30 days a year, because it is a huge <br />distraction in the area and she feels that falls into the same realm as temporary signs. She asked <br />if this could also be restricted. <br /> <br />Councilmember Jeffrey asked what the total overage was for these signs. <br /> <br />Community Development Director Miller stated that the limit for pylon signs is 11 sq. ft. on each <br />side and the. directional signage is 16 sq. ft. <br /> <br />Councilmember Jeffrey stated that he is all about limiting the portable signs, but his fear is that <br />the City will restrict the property owner from the same rights that have been given to other <br />businesses in multi-tenant buildings. He understands the concerns about clutter, but thinks the <br />City needs to talk to property owner before that right is taken away. <br /> <br />Councilmember Dehen stated that it is 20 extra feet and about $15,000 for the sign. He stated <br />that he thinks the City has been generous. He stated that for safety reasons he feels it is a good <br />idea not to have too much activity there. <br /> <br />Councilmember Look stated that the Council could go back to it later if there are safety issues <br />and readjust the sign ordinance. <br /> <br />City Council October 28, 2008 <br />Page 12 of 20 <br />
