<br />The project is currently being reviewed for a building permit and the plans show a temporary basin on <br />Lot 7, Block 1 that would be large enough to accommodate the drainage from both parcels. Staff has <br />requested a temporary drainage and utility easement to be established over this interim basin until such <br />time that the regional system is resolved. <br /> <br />Funding: <br /> <br />Any infrastructure improvement would be funded through development storm water management fees <br />and/or the City's stormwater utility fund, depending on discussion,. <br /> <br />Options: <br /> <br />1. Require the applicant to prepay the fees for both parcels that they own (to be credited against the <br />total infrastructure cost), and deposit a cash escrow for the estimated cost of the remainder of the <br />project. The City would initiate the project in coordination with the Armstrong Boulevard <br />improvements using the applicant's funds. <br /> <br />2. Require the applicant to construct the improvements required to accommodate their site <br />approval. This could be done now with the first project that is approved on Lot 1, Block 1, or at <br />the time a( proposal comes forward for Lot 7, Block 1. <br /> <br />3. Require the applicant to initiate the 429 process for an assessment project. <br /> <br />4.
