September 22, 2008

J.N.T. Enterprises Inc.
M & L Country Liquors
5900 - 167th Avenue NW
rtamsey,~ 55303

SUBJECT: Notice of Public Hearing for Off-Sale Liquor License Fee Increase

Owner/Manager:

This letter shall serve as notice that the City Council of the City of rtamsey will hold a public
hearing at 7:00 p.m., on Tuesday, October 28,2008, to consider increasing the fee for an off-sale
liquor license. As per State Statutes, you are receiving notice in writing.

In 2007, the State of Minnesota increased the amount cities may charge for an off-sale liquor
license from $200 per year to $380 per year. As you are aware, the City of rtamsey did not
increase the fee in 2007 or in 2008; however, staff will be recommending that Council consider
an increase to the off-sale liquor license fee for the next renewal period which is July 1, 2009.
The recommendation will be that the fee be increased by halfthe amount allowed, or $90 for that
renewal period, followed by another $90 increase for the next renewal period (July 1, 2010).

State Statutes has adopted language that offers reducing the off-sale license fee by $100 if certain
conditions are met. I have included the State Statutes which lists these conditions. In July 2008,
the City of rtamsey adopted an ordinance which will allow an additional $100 reduction if the
establishment purchases and implements age verification technology. I have also included that
ordinance. Therefore, the current annual fee of $200 may be increased to $290 for 2009 and
$380 for 2010; however, ifthe establishment meets certain criteria, the total fee could be as low
.as $90 for license year 2009/2010 and a total of $190 for license year 2010/2011. In summary,
even though there may be a fee increase, it is possible that the actual cost to you will be less.

If you have any questions or comments, please feel free to contact me at 763-433-9840 or
ithieling@cLramsev.mn.us or Police Chief Jim Way at 763-433-9886 or iway@ci.ramsey.mn.us.

Most sincerely,

Jo Ann M. Thieling, CMC
City Clerk

cc:

Jim Way, Police Chief
Diana Lund, Finance Officer

Enclosures

-122-
