<br />CASE # <br /> <br />'1 <br /> <br />CONSIDER APPROVAL OF CONSTRUCTION PLAN FOR IMPROVEMENT <br />PROJECT 06-20, ARMSTRONG BOULEV ARD <br />By: Brian E. Olson, Director of Public Works / Principal City Engineer <br /> <br />Background: <br /> <br />On September 17, 2003, the City of Ramsey approved a Development Agreement with Ramsey <br />Town Center, LLC for the development of the Ramsey Town Center. The mitigation <br />requirements of the Ramsey Town Center included the upgrade of the regional roadways of <br />Trunk Highway 10, Ramsey Boulevard, Sunfish Lake Boulevard, Armstrong Boulevard, and <br />Bunker Lake Boulevard. <br /> <br />In May of 2004, the City of Ramsey entered into the attached Memorandum of Understanding <br />(MOD) that clarifies the description of the project by stating, "The design for Armstrong <br />Boulevard northbound, north of THI0, will include a concrete median barrier and two <br />northbound through lanes. Armstrong Boulevard southbound, north ofTH10, will include two <br />southbound to eastbound left turn lanes and two southbound through lanes. The outside through <br />lane will be a right turn lane southbound to westbound at THI0." <br /> <br />The city requested a proposal for design services for the. Armstrong Boulevard, Ramsey <br />Boulevard and .Sunfish Lake Boulevard improvements included in the Ramsey Town Center <br />AUAR and Master Development Agreement from TKDA. The proposal was accepted at the <br />June 8, 2004 Council meeting. The case included a note that the costs were for design services <br />only and contract amendments would be required as each project got closer to bidding and <br />construction. <br /> <br />On April 12, 2005, the City of Ramsey entered into a Joint Powers Agreement (JPA) with <br />Anoka County that identified the "nature and extent" ofthe improvemerits to be made. Page 5 <br />of this JPA which is attached describes the improvements as "Armstrong Boulevard is <br />reconstructed from T.H. 10 to 1,000 feet north of Btinker Lake Boulevardto a four lane divided <br />roadway. This project includes signal modifications at T.H. 10 and railroad crossing upgrades <br />(signals and surface)." It goes on to say "Full traffic actuated signal systems would be installed <br />at the intersections of Bunker Lake Boulevard and Arnistrong Boulevard, and at Armstrong <br />Boulevard and Sunwood Drive." The construction cost estimate in 2005 for Armstrong <br />Boulevard was $2,675,000 and the land acquisition was estimated at $500,000. <br /> <br />On September 17, 2008, the County and the City held an Open House for the purpose of <br />receiving public comment on the design of Armstrong Boulevard. The preliminary plans <br />included the improvements that were required by the agreements mentioned above. Attached to <br />this case is a summary of the comments received at that meeting is as well as the responses to <br />the comments from Anoka County, City Staff and MnDOT. The comments received by the <br />business and property owners along. the corridor primarily focused on the median north of <br />Bunker Lake Boulevard near 149th Lane NW.
