<br />MEMORANDUM OF UNDERSTANDING BETWEEN _
<br />THE MIN~SOTA DEPARTMENT OF,TRANSPORTATION,
<br />, ):HE CITY OF RAM~EY, MINNESOTA,
<br />AND
<br />-ANOKA COUNTY, MINNESOTA
<br />(Armstro~g'Boulevard)
<br />
<br />WHEREAS, the Minnesota Department of Transportation ("State") is developing a project to
<br />,recondition Trunk Highway 10 ("TH 1 0") from the west Anoka County line to Fairoak A venue in the
<br />CIty of Ramsey and the City of Anoka;, and, ,
<br />
<br />WHEREAS, the City of Ramsey ("City") is developing-a project to improve Annstrong Boul~vard
<br />frQm 250 feet south of TH 10 to a point approxi~ately 1,000 feet north of Bunker L*e Boulevard in
<br />" the qity of Ramsey; and,
<br />
<br />, "WHEREAS, significant development pressures along Armstrong Boulevardnorth ofTH 10'
<br />: :necessitate~ 'the involvement of Anoka County ("County") into the process; and, '.
<br />
<br />WHEREAS, the increased traffic at the intersection ~i11 require significant geometric improvements.
<br />
<br />NOW, THEREFORE, the parties her~to state as follows:

<br />The City will be the de~i.gn agency for the improv~ments to Armstrong Boulevard, the signal systems .,'.',
<br />and the Burlington Northern SantaFe ("BNSF') Railroad crossing, as de,scribed above. ' "
<br />
<br />The design will incl~de revisi~ns to the signal system at the intersection of TH 1 0 a~d Ar:ri1'strong
<br />Boulevard which will serve four legs of the intersec.tion. -. , ", ',' . _ ','

<br />Armstrong Boulevard northbound, south ofTH 1O,will include a concrete' mediim barrier, a "
