<br />Preparation of the plan included creation of a stormwater model for the entire City. . The <br />model identified wetlands, lakes, creeks, county ditches, ponds, and storm sewer pipes <br />and how they interact to convey storm water. The model identified drainage basins <br />without an outlet and provides high water level elevations for use in determining <br />minimum floor elevations adjacent to these basins. Staff will be able to use the model <br />to assess the potential impact of new development on downstream properties. It was <br />past practice to review storm water models for each site to understand how the storm <br />sewer on site would function; however, this did not address the cumulative effect of <br />multiple projects on a drainage way. <br /> <br />The City has been part of the FEMA Flood Insurance Program since 1979. There were <br />several areas in that study where the flood elevation was not determined. The <br />stormwater model provides elevations for these areas. <br /> <br />This plan is an update of the 1980 Comprehensive Storm Drainage Plan and <br />amendments. The 2003 Aerial maps with 2 foot contours were used for preparation of <br />the model, supplemented by site plans for areas developed after the aerial maps were <br />created. <br /> <br />The SWMP is a working document, organized so that the recommendations and action <br />items are easily identifiable and can be implemented in a systematic approach. <br /> <br />Preparation of the model was suspended for several months to allow time for the <br />software developer to add new GIS features to the program. Bolton & Menk, Inc. had . <br />developed some labor intensive routines to produce maps from the model, but following <br />the software upgrade the maps can now be produced with a few key strokes.
