<br />Updated Stonn Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br /> <br />II. EXECUTIVE SUMMARY <br /> <br />A. Plan Purpose and Background <br /> <br />Stonn water regulations have changed significantly since the original Comprehensive <br />St6nn Drainage Plan was approved in 1980 and the southeast growth area was revisited <br />in 1997 and 2002. The following is a listing of those regulatory changes: <br /> <br />1. 1982 <br /> <br />The Metropolitan SurJace Water Management Act was passed. The Act was <br />originally included in Chapter 509. The Act was recreated and modified in 1990 <br />and became Minnesota Statue 103B.205 to 103B.255. <br /> <br />Originally, the fonner Water Resources Board oversaw implementation of the <br />act. When that board was merged with two other boards to fonn the Minnesota <br />Board of Water and Soil Resources in 1987, the Board of Water and Soil <br />Resources assumed responsibility for the act. Forty-six watershed management <br />organizations (36 joint powers Watershed Management Organizations and 10 <br />Watershed Districts) were originally responsible for preparing plans to: <br /> <br />protect, preserve, and use natural surface and groundwater storage and <br />retention systems <br /> <br />minimize public capital expenditures needed to correct flooding and <br />water quality problems <br /> <br />identify and plan for means to effectively protect and improve surface <br />and groundwater quality <br /> <br />establish more unifonn local policies and official controls for surface and <br />groundwater management <br /> <br />prevent erosion of soil into surface water systems <br /> <br />promote groundwater recharge <br /> <br />protect and enhance fish and wildlife habitat and water recreational <br />. facilities <br /> <br />secure the other benefits associated with the proper management of <br />surface and groundwater. 1 <br /> <br /> . <br /> . <br /> . <br /> . <br /> . <br /> . <br /> . <br /> . <br />2. 1985 <br /> <br />The Lower Rum River Water Management Organization (LRRWMO) was <br />formed to meet the requirements of tbe Metropolitan Surface Water Management <br />Act. <br /> <br />Excerpt taken from the Minnesota Board of Water & Soil Resources Website: <br />http://www.bwsr.state.mn.us/watermgmtlmetroareasurface.html <br />@Bolton & Menk.
