<br />Updated Stonn Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br /> <br />3. 1987 <br /> <br />The Federal Clean Water Act was amended to address storm water as a pollution <br />source. This resulted in the EP A developing a NPDES Phase I permit that <br />targeted Cities with populations in excess of 100,000. As a result. in 1991. <br />Minneapolis and St. Paul were required to apply for permits. One permit <br />requirement was the development of a city-wide Storm Water Pollution <br />Prevention Plan (SWPPP) that included approximately 30 mandatory Best <br />Management Practices (BMPs).addressing everything from education and good <br />housekeeping for municipal operations to mandatory city ordinances. <br /> <br />4. 1991 <br /> <br />The Minnesota Legislature passed the Wetlands Conservation Act (WCA). The <br />WCA is administered according to Minnesota Rules Chapter 8420 to implement <br />the purpose oftheAct, which is to: <br /> <br />. Achieve no net loss in the quantity, quality, and biological diversity of <br />Minnesota's existing wetlands; <br /> <br />. Increase the quantity, quality and biological diversity of Minnesota <br />wetlands by restoring or enhancing diminished or drained wetlands; <br /> <br />. Avoid direct and indirect impacts from activities that destroy or diminish <br />the quantity, quality, or biological diversity of wetlands; <br /> <br />. Replace wetland values where avoidance of activities is not feasible and <br />prudent. 2 <br /> <br />5. 1992 <br /> <br />The Board of Soil and Water Resources (BWSR) developed Minnesota Rules <br />Chapter 8410. This set of rules consists of 18 parts that defme the scope, general <br />structure and content required for BWSR approval of a Local Surface Water <br />Management Plan. The table of contents of this report and the content within <br />each chapter has been structured to meet MN Rule 8410 as well as the specific <br />requirements of the City of Ramsey. <br /> <br />6. 2003 <br /> <br />NPDES Phase II, the second round of the 1987 Federal Clean Water Act <br />amendment, targeted cities with populations over 10,000. The City submitted a <br />permit application and SWPPP in accordance with MPCA deadlines. <br /> <br />The City finalized its most recent SWPPP in 2006.
