<br />Councilmember Strommen stated that she thinks it makes sense to leave options open on location <br />since this is in the early stages. She stated that she also wanted to comment on Councilmember <br />Jeffrey's comment about clarifying the City's role. She stated that one other thing she is <br />interested in is the City taking a look at a financial proforma for this. She has had concerns <br />raised from friends that are familiar with the fitness industry about competing with the big, <br />established ones. She stated that she thinks the City, as part of due diligence, should take a look <br />at that issue. <br /> <br />Councilmember Dehen asked what she meant. <br /> <br />Councilmember Strommen stated that she would like to look at financing this type of business <br />long term, because, for example, Bally's has had some financial troubles in the last few years. <br /> <br />Mr. Boynton stated that he imagined that there would be a market study completed to see where <br />today's market is, which is what St. Michael is doing and noted that they are actually updating a <br />study completed for a YMCA. <br /> <br />Mayor Gamec stated that this facility will be very beneficial to the youth association to meet <br />their needs for youth in the area. <br /> <br />City Administrator Ulrich suggested that staff take a look at exclusive agreements and bring <br />them back to a work session for further discussion. He stated that they will look at both 3 party <br />and 2 party agreements. <br /> <br />2) Use of Abatement for ZoninglBuildinglPublic Nuisance Violations <br /> <br />Community Development Director Miller stated that this issue is being brought back with <br />ordinance changes. She noted that previously, the typical administrative fine was $25 for non- <br />abatable offenses, but now staffis looking at a sliding scale starting at $75.00 for first offense, <br />$250.00 for second, and $500.00 for third offenses. <br /> <br />Councilmember Look stated that he thought the City brought in the abatement ordinances for <br />issue that were abatable. <br /> <br />Community Development Director Miller stated that these are already covered by code, and <br />already issues citations for violations. <br /> <br />Councilmember Look asked why the City wouldn't also abate these things. <br /> <br />Police Chief Way stated that during previous discussions, there was the example of the house <br />siding, and whether the City wanted to get involved in hiring contractors for this if people didn't <br />have siding. <br /> <br />Councilmember Dehen stated that it is his feeling that the first line of defense is to try to work <br />with people. He stated that it seems to him that the City is dealing with repeat offenders that <br />constitute 0-5% of the problem. He stated that, in his view, there should be a lot of options.
