<br />Mayor Gamec stated that he feels it is a benefit to have a hotel attached. He stated that this land <br />is all privately owned, so when they say they submitted a letter of intent to proceed, he asked <br />what the City could help with since this is private land. <br /> <br />Mr. Boynton stated that he thinks the basic model would be the same whether it is private or <br />public. <br /> <br />Mayor Gamec stated that knowing where the City can help is important and also that there be <br />some benefit for Ramsey residents. <br /> <br />Mr. Boynton stated that the St. Michael development agreement shows that any resident can <br />have a daily pass at a discounted rate, and they do not have to be members. He stated that there <br />are also daily passes given to the City to use as they see fit. He stated that the other benefit is <br />that the City gets a facility without the financial burden of having to run it. <br /> <br />Councilmember Dehen asked what Flagship needed from the City to move to the next step. <br /> <br />Mr. Boynton stated that they are asking for an agreement to work exclusively with the City for a <br />period of time. He suggested the agreement could be for a period of 6 months and can be re- <br />evaluated at that time. <br /> <br />Councilmember Jeffrey stated that he would want to be very clear that, if the expectation is for <br />the City to bond for this land, the City takes a look at the financial implication of participation. <br />He asked if this is a mutually exclusive agreement with Flagship, whether the City can make <br />good on it, since the City doesn't control the property. <br /> <br />Mr. Boynton stated that the agreement wouldn't be tied to the property, but to the idea and <br />concept. <br /> <br />Councilmember Dehen stated that the issue is, as he understands it, a hotel and fitness club <br />combination, so, it seems to him if an agreement is entered into, it should be a 3-way agreement, <br />rather than just a 2-way agreement. <br /> <br />Mr. Boynton stated that he doesn't disagree, because their preference is the 9 acres that they have <br />been discussing, so it would be appropriate for a. 3-way agreement, unless the City has some <br />other parcels that can be explored. <br /> <br />Mayor Gamec stated that he thinks Mr. Deal is pretty well set on where he wants the hotel and, <br />with the issues on the Crestview property, he agrees that would be a great location. <br /> <br />City Administrator Ulrich stated that other possible land may be Town Center land, which may <br />break free in the next 6 to 12 months.
