<br />a developer's agreement. He stated that they are hoping to begin construction in 2009. He stated <br />that the opportunity in Cottage Grove has been put on hold until the election cycle is over, so that <br />has not advanced any further. He stated that they have met with Jim Deal and Kurt Martinson to <br />discuss possibilities for land acquisition and some preliminary site plans for Ramsey. He stated <br />that they have looked at a 9+ acre site, which would be two parcels put together, which seem to <br />have willing sellers. <br /> <br />City Administrator Ulrich noted that the Crestview site is the other parcel he is referring to. <br /> <br />Mr. Boynton stated that they have been waiting to see the results of the community focus group. <br />He stated that the next step for them is some sort of agreement with the City to work exclusively <br />which each other to develop a concept plan for a facility. He stated that last week they submitted <br />a letter of intent to the City expressing their interest. <br /> <br />Councilmember Dehen asked what the public/private agreement is for the facility in St. Michael. <br /> <br />Mr. Boynton stated that he can share the entire agreement with the City. He stated that to sum it <br />up, it is a land write-down to $1.00, contributing to site prep with rough grading, pipe <br />connections for sewer and water, and to do the parking lot through a bond. He stated that since <br />they are going to locate some of their own space within the building, they can bond for these <br />costs. <br /> <br />Councilmember Dehen asked who takes care of the pool. <br /> <br />Mr. Boynton stated that in St. Michael, there are both indoor and outdoor aquatics as part of the <br />fitness center, in addition to a work out facility, and gym space of about 8,600 sq. ft. <br /> <br />Councilmember Dehen stated that he has heard that there is a significant interest from Scott <br />Baumgartner with ARA in the basketball courts. <br /> <br />Mr. Boynton stated that they haven't talked to the association, but the charter school has <br />expressed the same interest. He stated that he thinks several groups have interest in the gym <br />space. He stated that there is also a spa area in St. Michael. <br /> <br />Mr. Haid stated that there is also daycare area. He stated that they looked at including a running <br />track, but it was found to be a waste of investment for the number of people that would use it. <br />He stated that unless there are a tremendous number of seniors, tracks don't make sense because <br />there is equipment that can do the same job for people. <br /> <br />Mr. Boynton stated that there is also the youth club cardio arcade included at St. Michael. <br /> <br />Councilmember Dehen asked if Mr. Deal's idea of a hotel in combination with the facility <br />complicated things. <br /> <br />Mr. Boynton stated that from their standpoint it doesn't complicate things, other than the <br />logistics of laying out the space, and may actually enhance the project. <br /> <br />City Council Work Session / October 14, 2008 <br />Page 2 of7 <br />
