<br />Mr. Peterson stated that he spoke with the Lions and they said they were very busy at this time <br />and couldn't participate. He stated that Jo Thieling mentioned Wells Catering and he met with <br />them and hit it off pretty well. He stated that George Wells indicated that he is interested in <br />handling the libations, if this event is granted. <br /> <br />Police Chief Way stated that the City cannot handle 10,000 people. He stated that the parking <br />ramp could be utilized and people shuttled to the event. He stated that there are formulas for the <br />big events such as the Block Party in Minneapolis and he can get that information. He stated that <br />another issue is, it is possible the church may start building before the event, which would lose <br />the planned parking option there. He stated that at this point there are more questions than <br />answers. <br /> <br />Councilmember Elvig asked for Council opinions on the event. <br /> <br />Councilmember Dehen asked if there is any precedent for using parks for this type of event. He <br />stated that if there are 5,000 people walking around, it seems that areas will be damaged, for <br />example, worn pathways. He asked how long the City let Diamonds events play music. <br /> <br />Councilmember Olson stated that they were allowed to play until 11 :00 p.m. <br /> <br />Police Chief Way stated it would be hard to say what the damage would be from this type of <br />event. <br /> <br />Councilmember Elvig stated that there have been events out there for Boy Scouts and St. <br />Katharine's and he doesn't think there was much damage. <br /> <br />Police Chief Way stated that it really depends on the weather. He stated that Diamonds was <br />allowed to serve alcohol up there for a large tournament with a permit a few years ago. He stated <br />that the Lion's picnic is also held there. <br /> <br />Councilmember Elvig asked if it made sense to take a look at the Diamonds old property for this <br />event. <br /> <br />Councilmember Dehen explained to Mr. Peterson that this place is now called 01' Skool Bar and <br />Grill and they have also have a large property. <br /> <br />Public Works Director Olson stated that perhaps there could be a cash deposit given in case there <br />is any damage. <br /> <br />Mr. Peterson asked how many cars would be able to park in the ramp. <br /> <br />Public Works Director Olson stated that it can hold 600 cars. <br /> <br />Mr. Peterson asked about overflow parking areas in the City that would be just plain land. <br /> <br />Councilmember Elvig stated that there is land all over the City. <br /> <br />City Council Work Session / October 21, 2008 <br />Page 3 of 11 <br />
