<br />that there is always the opportunity at the public hearing to change the parameters and noted that <br />the last property owner meeting was in July, so the residents are not aware ofthis information. <br /> <br />Councilmember Dehen stated that he recalls that the City told property owners that their <br />assessment on this project, if it was improved, excluding the sidewalk, was not to be greater than <br />what they would pay if it was an overlay. <br /> <br />Public Works Director Olson stated that he thinks that project was counter petitioned. <br /> <br />Councilmember Elvig stated that it was the assumption on their request and their petition. <br /> <br />City Administrator Ulrich stated that the fall back position is that an overlay would then just be <br />done if the residents reject this study. <br /> <br />Councilmember Dehen stated that this jumps their costs from around $1,300 to $6,000, which <br />will be a tough sell. <br /> <br />Councilmember Look stated that in looking at this project and if the backup plan is an overlay, <br />the City will still have a 5 ton road that trucks use on a regular basis to avoid the weigh station, it <br />wouldn't have a sidewalk and would probably have curb problems. He stated that with an <br />overlay, there is still an MSA road that is not meeting ton requirements. He stated that he sees <br />the plans presented as a Cadillac plan and wonders what the cost would be to improve the road to <br />9 ton at current width, without sidewalk and striping, but with concrete curb. <br /> <br />Councilmember Elvig asked if that would pass MSA standards. <br /> <br />Councilmember Look asked what the contractors have said about their recommendations for <br />overlays. He stated that he thought they said they would love to do an overlay because they <br />would be back to do a fix soon because of how the road has degraded. <br /> <br />City Engineer Jankowski stated that they have performed overlays on similar streets with pretty <br />good results. <br /> <br />Councilmember Dehen stated that it does change the curb height. <br /> <br />City Engineer Jankowski agreed that you do just about lose the curb because with an overlay you <br />raise up the surface. <br /> <br />Councilmember Elvig asked if the City should build the road to a higher standard and not assess <br />people. <br /> <br />Councilmember Look stated that item 3 on the tonight's agenda is the MSA Assessment Policy. <br /> <br />Public'Works Director Olson stated that staff is trying to get its arms around this feasibility study <br />because what was proposed for the neighborhood was a lot more than the City was assessing for. <br />He stated that the City has had good success in overlay projects to extend the life of roads.
