<br />Councilmember Elvig asked about the possibility of Elmcrest Park. <br /> <br />Public Works Director Olson stated that there would be the same residential and parking issues <br />as at Central Park. <br /> <br />City Administrator Ulrich asked if Mr. Peterson would be willing to move forward with a <br />smaller event as a trial run, if the City said it was a limited event this year to, for example, 2,000 <br />people. He stated that 10,000 people won't work in some of the locations being discussed. <br /> <br />Councilmember Look suggested that if the streets were shut down in the Town Center area, there <br />could be something put together. <br /> <br />Councilmember Elvig stated that he agrees that taking a look at something around Town Center <br />would be great. <br /> <br />Mr. Peterson stated that he would love to take a look at some of these other possibilities. <br /> <br />Assistant City Administrator Nelson confirmed that there was a consensus about music ending at <br />11 :00 p.m., similar to what was done for Diamonds. <br /> <br />Councilmember Elvig stated that is what has been approved in the past, but he thinks it depends <br />on the location. He recommended that Mr. Peterson speak with Jim Deal about the other venue <br />possibilities. <br /> <br />Mr. Peterson asked what the total amount of land that could be put together with Mr. Deal's and <br />the City's land. <br /> <br />Councilmember Elvig stated that there are about 200 acres, but he isn't sure it could all be used. <br />He stated that he feels finding the right venue is the key to getting this to move forward. <br /> <br />2) IP-#08-32 Andrie Street/164th Lane <br /> <br />City Engineer Jankowski stated that at the Council Work Session on October 7, 2008, direction <br />was given on how to divvy up the assessments for project IP-#08-32. He distributed a summary <br />of the feasibility report and stated that he hopes that this can be on the next Council agenda to <br />receive this study and advertise for bids. He reviewed the original petition for this project and <br />how this feasibility study differs. He stated that they are looking at constructing a 32 foot wide <br />street to 9 ton standards with a 5 foot wide sidewalk, and posting no parking signs. He reviewed <br />the proposed financing and noted that the road surface replacement would be 50% from <br />benefiting property owners and 50% from the City: He stated that the concrete curb and gutter <br />would be 25% assessed to benefiting property owners, 25% from the storm sewer utility and <br />50% from MSA funds. He reviewed Appendix B and noted the total projected cost for the <br />project is $1,402,523. He stated that the properties to be assessed do not include several comer <br />properties that have frontage on one of the side streets, which could be changed if the Council <br />chose.
