<br />l'ublic Hearing . <br />DRAFT.2008 COMPREHENSIVE PLAN UPDATE; <br />CASE OF CITY OF RAM:SEY <br />By: Tim ~ladhill,Associate Planner <br /> <br />,Background: . <br /> <br />CASE # 5' <br /> <br />Per State Mandate, each community in the seven-county metro area is required to submit a <br />Comprehensive Plan to the Metropolitan Council every ten years. The deadliIJ.e to submit an <br />adopted plan to the Metropolitan Council is December 31, 2008, including a mandatory six- <br />month review period for adj acent agencies. The City has appli~d for an extension to the deadline <br />to accommodate this six-month review period. . . <br /> <br />The following items are enclosed, for your information: <br /> <br />a) Draft 2008 Comprehensive Plan Update (under separate cover) <br />b) Letter from Metropolitan Council ' <br /> <br />Notification: <br /> <br />A Public Hearing was properly advertised in the. official newspaper and' staff attempted to notify <br />all property owners with a proposed land use designation change. <br /> <br />Observations: <br /> <br />A draft of the 2008 Comprehensive Plan Update has been completed by the City's consultant, <br />Bonestrbo. A copy of the draft plan. is available under separate cover. <br /> <br />In 2005, the Metropolitan Council sent out system statements, including the projected number of <br />households for. Ramsey in 2030. Communities could then begin working. on their 2008 <br />Comprehensive Plan Updates. <br /> <br />In February of 2007, the City began hosting' a series of forurrisand community meetings through . <br />the leadership of the Ramsey3 organization, who were successful in securing a McKnight <br />Foundation grant to be used in preparation for completing a draft Comprehensive Plan Update. <br /> <br />On March 13,2007, the City authorized a contract with Bonestroo for consulting services to draft <br />the 2008 Comprehensive Plan Update. <br /> <br />Following the' initial OST session~ a series of subsequent OST .sessions were hosted starting in <br />August of 2007. to work on a vision for each section of the Comprehensive PlaiJ.. These <br />comments were eventually worked into a Vision and Values statement as part. of the fmal report <br /> <br />61 <br />
