for Ramsey3's McKnight Foundation grant. This also serves as a basis for a visionJor the Comprehensive Plan. The fmal report to the McKnight Foundation was submitted in mid-2008. Following the completion of the Ramsey3 Final Report, staff began working with Bonestroo on sev~ral land use alternatives for consideration at a City Council/Planning Commission Joint W orksession. At the worksession, staff was directed to work with the Metropolitan Council on a more realistic population projection and how to accomplish that number, how to bring the information to the community through a charette process, how to involve the public to a greater level anq. to develop a new plan based on those items. A comrriunity visioning session was held on October 18, 2008 to amend the future land use map. All r~sidents of Ramsey were notified through a special mailing. Participants were able to come to a consensus on a future land use map which was used to determine population projections and serve as the base for drafting the remainder of the plan. Representatives from Bonestroo will present findings from the draft plan. The City will need to authoriie a draft plan for adjacent agency review by November 29th, 2008 in order to meet the state mandated deadline~ with the allowable extension period of May 29, 2009 for adjacent agency review. If a draft is not submitted by the deadline, the City will risk losing Metropolitan Council funding and. Comprehensive Plan Amendment capabilities. A letter from the Metropolitan Council outlimng these requirements is attached for your review. ;Recommendation: Staff recommends ~pproval of the draft plan for distribution to adjacent agencies for review.
