Discussion: The Minnesota Manual on Uniform Traffic Control Devices (MNMUTCD) provides guidance on the placement of Stop signs, The manual states that in many low traffic volume situations with no unusual history of intersection crashes, no control is an effective strategy because each driver is required to assume responsibility for proceeding safely through the intersection, This uncontrolled intersection can be considered a low volume intersection as is evidenced by the daily traffic counts above. However, because of the fact that the south leg of this intersection is a cul de sac, the traffic on 146"' is, double that on either leg of Fluorine Street. Yet traffic law provides that at unmarked intersections the tee street (146' Avenue) must yield to the through movement (Fluorine Street). This creates a situation where northbound Fluorine Street has the legal right of way over the more predominant movement of westbound 146 Avenue onto northbound Fluorine Street. This fact coupled with the impaired sight lines is the basis for staff recommendation for the posting of the requested sign, Recommendation: Staff recommends that a Stop sign be posted on the west leg of the intersection of Fluorine Street and 146' Avenue, Since the safety concern expressed in the petition involves pedestrians, specifically children traveling to and from the park, an additional consideration may be the installation of a sidewalk along the east side of Fluorine Street from Suriwood Drive to the Park entrance to increase the separation distance between vehicles and pedestrians. A petition for such a project would need to be presented to the City by the neighborhood in support of such an improvement. It is also recommended that the basketball hoop located on Fluorine Street be removed to an appropriate location. Action: Motion to recommend to City Council a Stop sign be posted on the west leg of the intersection of Fluorine Street and 146 Avenue, and that other considerations discussed under staff recommendations be further discussed with the neighborhood.
