CASE # PUBLIC FLARING ON I.M PROVEX NT PROJECT #08 BITUNTINOUS LAVING OF CHAMELEON STREET IN THE Slai;A4yN ACRE S SUBDIVISION By: Steven ,1,1ankowski, City Engineer Background A petition was received by 10 of the 20 property owners having frontage on Chameleon Street on May 20, 2008 for the bituminous paving; of this street located between 173 Ave (former CR 63 and 176' Lane in the Shawn Acres subdivision). A 28 foot wide bituminous pavement would be constructed in the center of the 66 .foot right of way. The pavement section will consist of Four inches of class 5 granular base, two inches of bituminous base course, and 1.5 inches of bituminous wear course. This project will also grade ditches alongside the roadway and cause the pavement runoff to discharge into the drainage and utility easements originally dedicated on the plat of this subdivision, Attached to this c is a copy of the f easibility study which con current and proposed conditions of the ,street along with the project costs and the anticipated method of financing the improvements, This evening's public hearing will gather input and c ornmenk on the project and the deWils of the feasibility study which has been mailed to each property owner along with notice of this hearing Following the public hearing, the Council should direct any revisions to the feasibility study it deems accessary as a result of the comments matte at the public hearing, as tho feasibility study will serve as the basis for determining the work to be per;farmed and the method in which costs will be .financed, assuming no petitions are received f otn a majority of the benefited propGrtics opposing the improvement, the Council will be asked to order the projects at its January 13, 2009 meeting. 'It is anticipated that contracts will be awarded in June of 2009 and work will be performed during July through August. Final costs will be presented at the assessment hearing on September 28, 2009, Financing; A portion of the project :is anticipated to be financed through special assessments to adjacent properties and notice has been sent to all bcnetited property owners as required by City Code and Minnesota Statues Chapter 429, The total cost or the project is esti.rnatcd to be $339,638 with $1 $0,957 from the City general Wnd; $37,724 from the storm water utility; and $ 150,957 from assessrmcnts.
