Case #2 Discussion on Storm Sewer Improvements within Alpaca Estates for Ramsey
Commons
Background:
This case is related to Ramsey Commons project approved by Council on May 13, 2008. The
property owner owns two parcels, one of which has City sewer and one that is not and would like
to put the drainage pond across both lots. There have been additional discussions with the
developer who is concerned about spending this money. Other options have been discussed and
the property owner was present to answer questions.
Action:
No action taken.
Case #3 Consider Acquisition of Tax Forfeit Properties
Background:
The City has received notice that 3 parcels in the City are in the process of going to tax forfeiture
and the City can request that they be withheld from public sale so they can be acquired for public
purposes. The first parcels are Outlots A and B at the Ponds of Ramsey 2 "' Addition. Staff
recommends that this be acquired for drainage, utility and open space purposes. The third parcel
is Outlot C Wildlife Sanctuary 3 rd Addition and it was noted that staff also recommends
acquiring this for drainage and utility purposes as well as open space.
Motion to recommend to the City Council that staff be directed to file written application to
withhold Outlots A &B of The Ponds of Ramsey 2 " Addition from sale and that the City proceed
to acquire the parcel for drainage and utility and park purposes; and Outlot C of Wildlife
Sanctuary 3 rd Addition for drainage and utility purposes, and that costs will be estimated before it
comes to the Council. Staff has learned that there will most likely be no acquisition cost. The
maintenance costs referenced in the letter from the County's Division of Property Records and
Taxation would be incurred only if there is some physical need on the property which results in a
County expense such as weed removal or boarding up an abandoned structure.
Action:
Ratify the recommendation of the Public Works Committee
Case #4 Consider Highway ] 0 Median Options at License Bureau Access
Background:
Concerns have been raised about the number and severity of accidents on Highway 10 at the
median opening by the County Licensing Bureau. Staff stated that there have been 16 accidents,
one of which was fatal, in this area. Usually to improve safety some driver options are
eliminated including reducing access. There were a number of alternatives included in the
packet. The safest thing would be to close the median, however, this would also have the
—76—
