Councilmember Dehen asked about the current road and whether it is straight, City Engineer Jankowski stated that the, current dirt road is there but is entirely on the west property owners 33 'feet of right of way. He stated that the City needs to make sure that it has good title before the road is put in, Chairperson Elvig stated that he wanted to clarify that he lives on Ute Street and while he will help facilitate discussion, he will not vote on this issue. Councilmember Dehen asked if the proposed road is narrower than City standards. City Engineer Jankowski stated that normal width is 32 feet and this is proposed to be 4 feet narrower which is being done as a consideration because the City wants to encourage paving of dirt streets. Councilmember Dehen asked why the City couldn't put in a 32-foot wide street. Chairperson Elvig stated that the properties are bound between the road and Lake Rogers and within those confines are septic systems and drain fields. He stated that for one homeowner, the casement almost puts the road on her front steps, so if tile City wants to get this road paved, he thinks there will need to be consideration to how wide the road is and what will actually fit into the slot that is grandfathered there now. City Engineer Jankowski reviewed the reasons why the City likes to have wider streets for emergency vehicle access and snow plowing. He stated that another concern was drainage and the City will have to run a storm sewer throughout the length of the road because ditches cannot be put in, He stated that there are two residents on 179 that are having drainage problems, so there will be catch basins installed with a flared end to their property that will help, Jeff Rocko, 18015 Ute Street stated that if more drainage is encouraged it will cause trouble for him. Jim Wolfbauer, 4947 170 Lane stated that there was never any drainage provided in 1970 when the house was built and they probably should have, Chairperson Elvig stated that this is why the City created the Enterprise Funds because the City was built without these standards and there are many people in the community who have these kinds of problems and this situation is a great opportunity to correct some of them.
