City Engineer Jankowski stated that his Property will also have a flared in catch basin on his property that should help. Barb Tripp, 5444 1 52nd Avenue, stated that the City keeps talking about the road being 28 feet wide and she doesn't have another 14 feet to give to the City because it would literally be in her front yard. She stated that the road is currently all on the west side but now the City wants to center it and she doesn't think that will work for her. Jeff Rocko, 18015 Ute Street, stated that the City hasn't explained the access easement and he feels this popped up out of nowhere. Chairperson Elvig asked if there was any reason the road couldn't stay where it is, if the property owners on the west agreed. City Engineer Jankowski stated that roads are usually centered in the right of way and he wasn't sure if there would be a problem with plowing because normally there is 15 feet on either side of the road for snow storage so it isn't on someone's property. Chairperson Elvig suggested that perhaps something could be put in an agreement that the property owners . on the west would allow it, Public Works Director Olson stated that staff has to recommend things that are consistent policies with City Code and standards. He stated that the Council can do what they need to do to make a decision, but he cannot say, okay, you can have a 22 foot wide road because the next developer will come in and say, why can't ours be 22 feet wide also. He stated that the standard width is 32 feet, but staff has made a concession and is now recommending 28 feet. Councilmember Dehen stated that he thinks Chairperson Elvig's idea is an appropriate solution, to keep the road at 28 feet, keeping it over to one side and have residents give drainage and utility easements that takes care of the snow storage problem. Chairperson Elvig stated that he thinks the real question is keeping the road to 22 or 22 feet wide maximum. Fire Chief Kapler stated that for areas like this that are non-hydranted, if there is a fire, they need to haul water in, drop it off and go back and. fill up. He stated that their vehicles are probably about 10,5 feet wide, so if the road is only 20 feet wide, they cannot pass on the road. He stated that this makes it very difficult and if the City makes an improvement to the road, it should be done to the safest standards. Councilmember Dehen. asked if this meant a width of 28 feet.
