'.. <br /> <br />7.13.01 <br /> <br />Definitions., When used in this Section, the following words shall mean; <br /> <br />Billable Transaction ~ Every reportable tranSaction conducted by a pawnbroker, <br />regardless ofthe number of items received in that transaction. <br /> <br />City - The City of Ramsey, Anoka County, Minne$ota. <br /> <br />Licensed Premises ~ The specific building wh.i,chhas been licensedpurs4ant to <br />this Section. i'Licensed PtemisesH does not include any out buildings, attached ot deta.ched to the <br />liCensed premises~ <br /> <br />pawnbroker - A person who loans money on deposit or pledge of perSQl1al <br />properly or otber valuable thing; who deals in the ptrrcl1ashlg of personai property or other <br />valuable thing Oil condition of selling the saine backagam at a stipulated price; Or who loans <br />money secuted by chattel mortgage or by personal property; taking possession of the property or <br />any part thereof so mortgaged. To tIle extent that' a pawnbroker business includes buying <br />petsoP'al property previously used, rented, or leased, the pJ;'oyisions' of this Section shall be <br />liPp1icable. Any bank, saVings a.Qd loan association., or credit unio11 shall not be deemed a <br />pawnbroker for purposeS ofthis Section. .' <br /> <br />Receive - To purchase, accept for saleoncollsignment or take in pawn any <br />secondhand good. ..., <br /> <br />Reportable transaction .~ Every transaction,conducted by apa.wnbroker~ inside <br />the City ofRamsey~ in which ni.erchandise defined in section 7.13 .14 is te.ceived~ and for which a <br />daily report to the police department is required. <br /> <br />Unique identifjer ~ A serial number, identification nl,lmber; model nU1nber, <br />owner applied identifier or engraving, "Operation ID" number or symbol, or other Ullique <br />marking. <br /> <br />7.13.02 <br /> <br />General <br /> <br />SUbdivision 1. Purpose. The COLincil finds that pawllbrokerspotentialIy <br />provide an opportunity' fot the commission of crimes and their coilcealinent becaLise stich <br />businesses have' the ability to receive and transfer stolen property easily and quickly. The <br />Council also fmgs that consumer protection regulation is warranted in tran.sactlons mvolvlng <br />pawnbrokers. rhe purpose of ills: Section is therefore to prevent pawn broking fr0111 being used <br />as facilities for cQrnmis.sion of crimes and to assure that such, busii1esses comply with basic <br />conSUmer protection standards~ thereby protecting the pub1ichea1t~ safety, and general welfare <br />of the citizens of the.
