License Required. No person, partnership, or corporation :shall <br />ensage in or carry on the business of a Paw'nbroker~ without.~ license i!)~tlced by the City, for each <br />and every separateoftice or place of business operated by such licensee In the City. To help the police department better regulate <br />current and fhture 'pawn businesses, decrease and Stabilize costs associated with the regulation of <br />the pawn industry,. and increase identification of criminal activities in the pawn industry through <br />the timely coUection and sharing of pawn transaction, infonnatioll; tlus Section also implements <br />and establishes the use oftbe automated paWl1 system (APS). <br /> <br />Subd.4. LicenseLimitatioii. No iilore thatl three (3) paWlibtoket licefi$ed <br />businesses shall be permitted by the City at anyone time. Priority shall be ~iven to qualified <br />applicants for renewal of eXIsting licenses. <br /> <br />Sllbd... 5. <br /> <br />License Fee~ <br /> <br />a. The annual license feeS for licenses issued under this Section shall be <br />$l,OOO.OO. <br /> <br />b. The billable ttansaction Hceilse fee shall .reflect the co.st ofprocessirtg <br />tratlsactionsand other related tegulatory expenses as determined by the <br />City Council, and shall be reviewed and adjusted, if necessary by <br />resolution. Licensees shall be notified in writing thirty (30) days before <br />an,yadjustment is implemented. <br /> <br />c. Billable transaction fees shall be billed monthly and are due and payable <br />within thirty (30) clays. FaiIllte to do so is a violation of this SectiOll. <br /> <br />7.13.03 <br /> <br />Application Procedure and Investigation <br /> <br />Subdivision lo; Filing of Application. Every applicant fora license to <br />maintain, operate or conduct a Pawnbroketshop shall file a completed application uilder oath <br />with the City upon a form provided by the Administrator and pay a non.,refunclable application <br />fee in an amount s~t by Council resolution and the investigation fee described below~ The <br />application, oiice accepted~shall be referred to the City Police Department for investigation. <br />Copies ofthis application: shall be forwarded to .such other City depaItlnents as the Council shall <br />deem appropriate fot investigation of the facts set forth iii the application.
