CONSIDER A RESOLUTION APPROVING 2009 BENEFITS CONTRACTS <br />Background <br />In January 2008, the City Council approved a two -year contract with HealthPartners and <br />Delta Dental; therefore, staff is not recommending a change to the City's health insurance <br />or dental carrier for 2009. <br />In the fall of 2008, the City Council appointed Ochs, Inc. as its agent of record for life <br />insurance and long term disability coverage. A formal RFP was issued for life insurance <br />and the City received seven proposals. The proposal submitted by Minnesota Life offers <br />a significant decrease in premiums as well as a number of valuable plan features. Staff is <br />recommending that the City enter into a two -year contract with Minnesota Life. <br />In September 2007, the City began offering long term disability insurance through <br />Standard Insurance to all full -time regular employees other than patrol officers and <br />sergeants. Patrol Officers and Sergeants have had their own policy for a number of years. <br />A request for information was issued and three companies submitted proposals. Staff is <br />recommending the City enter into a two -year agreement with Assurant for long term <br />disability coverage for the police & sergeants group, as well as the voluntary group, <br />which includes all other full -time regular employees. <br />Funding Source <br />There is no cost to the City to appoint benefits carriers. All carriers are paid from <br />premiums.
