CONSIDER A RESOLUTION APPROVING 2009 BENEFITS CONTRACTS Background In January 2008, the City Council approved a two -year contract with HealthPartners and Delta Dental; therefore, staff is not recommending a change to the City's health insurance or dental carrier for 2009. In the fall of 2008, the City Council appointed Ochs, Inc. as its agent of record for life insurance and long term disability coverage. A formal RFP was issued for life insurance and the City received seven proposals. The proposal submitted by Minnesota Life offers a significant decrease in premiums as well as a number of valuable plan features. Staff is recommending that the City enter into a two -year contract with Minnesota Life. In September 2007, the City began offering long term disability insurance through Standard Insurance to all full -time regular employees other than patrol officers and sergeants. Patrol Officers and Sergeants have had their own policy for a number of years. A request for information was issued and three companies submitted proposals. Staff is recommending the City enter into a two -year agreement with Assurant for long term disability coverage for the police & sergeants group, as well as the voluntary group, which includes all other full -time regular employees. Funding Source There is no cost to the City to appoint benefits carriers. All carriers are paid from premiums. The only cost to the City is for $20,000 of basic life insurance which totals $2,500 annually and is included in the 2009 General Fund Budget.
