City Code allows for a maximum of three dogs per parcel; four or more dogs require <br />a Conditional Use Permit. <br />In accordance with State Statute, staff attempted to notify all property owners within 350 feet of <br />the subject property of the request. <br />The subject property is approximately 2.72 acres and is zoned R -1 Rural Developing. The <br />Applicant has requested a Conditional Use Permit to allow for four dogs on the Subject Property. <br />These four dogs currently reside on the property. Two of these dogs are Chihuahuas, one is a <br />Labrador, and one is a Bulldog. The Applicant has stated that there is a large outdoor kennel <br />located on subject property. <br />The City received an ordinance complaint regarding the keeping of animals on the subject <br />property on September 16, 2008. The complainant has stated that dogs residing on the subject <br />property are often found at -large on the complainant's property. The complainant has stated that <br />the applicant's dogs have physically assaulted the complainant's dogs. One of the applicant's <br />dogs has been declared a potentially dangerous dog by the Ramsey Police Department. Police <br />
