City Code allows for a maximum of three dogs per parcel; four or more dogs require a Conditional Use Permit. In accordance with State Statute, staff attempted to notify all property owners within 350 feet of the subject property of the request. The subject property is approximately 2.72 acres and is zoned R -1 Rural Developing. The Applicant has requested a Conditional Use Permit to allow for four dogs on the Subject Property. These four dogs currently reside on the property. Two of these dogs are Chihuahuas, one is a Labrador, and one is a Bulldog. The Applicant has stated that there is a large outdoor kennel located on subject property. The City received an ordinance complaint regarding the keeping of animals on the subject property on September 16, 2008. The complainant has stated that dogs residing on the subject property are often found at -large on the complainant's property. The complainant has stated that the applicant's dogs have physically assaulted the complainant's dogs. One of the applicant's dogs has been declared a potentially dangerous dog by the Ramsey Police Department. Police
