4. Other utilities to the property providing heat and /or light have been shut off; <br />5. The property has plumbing that is failing or unsafe; <br />6. That running water to the property creates an unsanitary or unsafe condition to <br />anyone who may enter the property; or <br />7. The property owner or occupant has refused access by authorized officials as <br />authorized by this Chapter. <br />e. The water service shall not be re- connected to the property until it has passed an <br />inspection by the Chief Building Official and, the necessary permits have been <br />issued and fees have been paid. The inspection fee will be determined from time <br />to time by resolution of the City Council. <br />SECTION 3.
