by Anoka County for this comparison and as the basis for assigning a LOS grade. <br />The 2030 forecasts for the base condition (no new Mississippi River bridge) indicate <br />that there will be increased capacity deficiencies on TH 10/169 along its entire length <br />through Ramsey by the year 2030. By 2030, this segment of TH 10/169 performs at <br />LOS F. Other capacity deficiencies anticipated are on CSAH 83 (TH 10 to Alpine <br />Drive), CSAH 56 (TH 10 to Alpine Drive), CSAH 57 (TH 10 to CR 116), CR 116 <br />(whole route) and TH 47 north of Alpine Drive. These anticipated deficiencies could <br />be minimized if the planned improvements are implemented (i.e. the ultimate build <br />recommendation of widening TH 47 from two lanes to four lanes) Without the <br />planned improvements, TH 47 will operate at LOS F north of Alpine <br />If TH 10/169 is rebuilt as a four -lane freeway, then there will be sufnnt capty to <br />accommodate the forecast 2030 traffic along its entire length throb Ramey =(LOS D <br />or better). If a new Mississippi River bridge is constructed atlation_jelected by <br />Anoka County and Mn/DOT, the segment of TH 47 betwgeCJ and CSAH 5 <br />would be relieved of some traffic but would still have infufficiapacity as a two <br />lane undivided arterial to accommodate the proje2(Maffic TH 10/169 would <br />still need to be upgraded to a freeway in this seWiafiWkoffrftdequate capacity. The <br />proposed bridge crossing would lessen mr amountsf •traffic through the City of <br />Ramsey. Mostly it would alleviate traffic de ad on T710/169. <br />These capacity deficiency finding&re somewhate severe than the findings of the <br />2020 Anoka County Transportationn, in part°'because the forecasts are for 2030. <br />Growth occurring beyond RamseywiT so, continue to put pressure on the regional <br />roadway system. <br />ry- <br />D. RecommendedRolicies. <br />Given the caRat;iimions on TH 10 and TH 47 as previously described, the City <br />of Ramsey recogni the need to adopt several key transportation policies. Four <br />specifi that the City will apply are: <br />• iitinue to cooperate with Mn/DOT, Metropolitan Council, Anoka County and <br />- - -- - - -othersigencies to increase the capacity of TH 10 and TH 47. The City recognizes <br />the Transportation System Plan for Mn/DOT's Metro Division does not <br />y jnclude upgrading of either TH 10 or TH 47. However, the City also realizes that <br />both highways presently are at or over their capacity limits, that significant <br />volume growth is expected, and that a large portion of existing and future trips has <br />7 neither an origin nor destination in Ramsey. The Anoka County Transportation <br />Plan recommends capacity improvements to both TH 10 and TH 47. <br />• Continue to extend and upgrade local east -west roadways to reduce the need for <br />local motorists to use TH 10. The transportation plan includes major <br />improvements to multiple roadways. <br />• Apply travel demand management measures. The City recognizes that an <br />important strategy to preserve adequate mobility on the roadway system is the <br />limit the magnitude of traffic volume growth, especially during the peak periods. <br />2008 Ramsey Comprehensive Plan Page VI -16 <br />
