<br />Further Discussion: Councilmember Elvig stated that if the applicant puts in permanent fencing, <br />then he sees that as a positive. <br /> <br />Motion failed. Voting Yes: Mayor Gamec and Councilmembers Strommen and Elvig. Voting <br />No: Councilmembers Dehen, Look and Olson. Absent: Councilmember Jeffrey. <br /> <br />Councilmember Strommen stated that she wonders about precedent and fairness when this was <br />not done in the last case. <br /> <br />Councilmember Dehen stated that there were also three members that voted against it last time <br />and the same three members voted against it this time. <br /> <br />Councilmember Elvig asked ifthere was a counterproposal from those that opposed this. <br /> <br />Councilmember Look suggested that one way to resolve this is to get input from the neighbors <br />again before a fourth dog is allowed again. <br /> <br />Mayor Gamec stated that he feels this information is already here. <br /> <br />Councilmember Elvig stated that he thinks Councilmember Look means that if Ms. Olson wants <br />to have four dogs after one passes, that the neighbors be revisited to see if there were any <br />problems with the permit, as it is now. <br /> <br />Councilmember Look stated that if her application for 4 dogs was approved, then upon the <br />expiration of a dog and her desire to add a fourth dog again, that the City send letters to the <br />neighbors and see if there are legitimate complaints and check police reports to see if there has <br />been any issues with the dogs and if it is fine, then he would be fine with adding a dog. <br /> <br />Mayor Gamec stated that he would recommend that the applicant bring that information and not <br />add extra cost to City for staff to find this information. <br /> <br />City Attorney Goodrich stated that before anything is done, findings of fact need to be adopted. <br />He suggested that this be postponed for a few minutes to give him some time to draft some <br />additional language. . <br /> <br />Mayor Gamec tabled Case #4. <br /> <br />Case #5: <br /> <br />Adopt Ordinance to Amend Performance Standards in the E-l and E-2 <br />Employment Districts; Case of City of Ramsey <br /> <br />Community Development Director Miller stated that this ordinance is to clean up some language <br />in the City Code. She reviewed some of the language changes required to change references of <br />"surfaces to control dust" to "surfaced with bituminous or concrete". <br /> <br />City Council / November 25,2008 <br />Page 10 of 24 <br />
