<br />Councilmember Strommen stated that it would be very difficult for the City to enforce the breed <br />or size of dogs. She stated that this is a hard thing to say to someone that you can only replace a <br />Chihuahua with a Chihuahua. She stated that the Council decided not to do this type of thing. on <br />the last Private Kennel License that was discussed. <br /> <br />Mayor Gamec stated that a lot falls on the owner and it is their responsibility to make sure that <br />the dogs are taken care of and not running loose. <br /> <br />Community Development Director Miller stated that, in this case, and the previous case, the <br />findings of facts specifically list the types of dogs living on the property. <br /> <br />Councilmember Strommen stated that she thinks it is in the findings of fact, but not the permit. <br />She stated that she would like clarification on what was done at the last meeting with the Private. <br />Kennel License and if it was limited to the specific dogs mentioned in the findings of fact. <br /> <br />Councilmember Dehen stated that the more dogs you have, the less control you have. He stated <br />that because they are fenced in, it gives more safeguards, but if one expires, he does not think it <br />is so prudent to allow people to add more to perpetuate it. <br /> <br />Mayor Gamec stated that the permit is for four dogs. <br /> <br />Councilmember Look stated that there are four dogs currently, which is illegal without a permit. <br />He stated that the City is trying to control the situation and he thinks the City can put whatever <br />parameters on that they wish. He stated that his question was whether the applicant would be <br />willing to agree to those terms to get this passed. <br /> <br />Mayor Gamec asked Councilmember Look to repeat the terms. <br /> <br />Councilmember Look stated that he asked if she would be willing to not replace the dog if one of <br />them dies. <br /> <br />Ms. Olson stated that she did not think that was fair. <br /> <br />Mayor Gamec stated that the permit is for four dogs and it is the owner's responsibility to keep <br />them under control. <br /> <br />Councilmember Look stated that this might not be approved, so he asked if the issue is having <br />four dogs, or for the four dogs she currently has. <br /> <br />Ms. Olson stated that she did not want to say that she would not let the children replace a dog if <br />one passed away. She noted that she has agreed to the added expense of the permanent fencing. <br /> <br />Motion 1;>y Councilmember Strommen, seconded by Councilmember Elvig, to adopt the <br />resolution adopting the Findings of Fact relating to the afplicant's request for a conditional use <br />permit for a private dog kennel for four dogs at 6250 160t Lane NW. <br /> <br />City Council / November 25,2008 <br />Page 9 of 24 <br />
