<br />Assistant City Engineer Rimmer stated that he sees this as a final inspection process including an <br />actual dipstick test to show the depth of the topsoil. . <br /> <br />Motion by Councilmember Olson, seconded by Dehen, to recommend to City Council that staff <br />be ditected to prepare an ordinance modifying City Code to requite a minimum of four (4) inches <br />of topsoil meeting the MNDot specifications 3877C, premium topsoil borrow in landscaped <br />areas of all new developments, 'and work in conjunction with the EPB on other ways of water <br />conservation methods that could be used for the whole community and possible ways to give <br />residents incentive to use them. <br /> <br />Further Discussion: A man from the audience asked if this topsoil requirement would also apply <br />to development that is not on municipal services. Assistant City Engineer Rimmer stated that he <br />feels it would be Citywide. Councilmember Olson stated that she feels it should apply to all new <br />development. <br /> <br />Moti~n carried. Voting Yes: Vice-Chair Dehen and Councilmembers Olson and Look. Voting <br />No: None. Absent: Chairperson Elvig. <br /> <br />Case #5: <br /> <br />Consider 2008 Storm' Sewer Improvements <br /> <br />. . <br />City Engineer Jankowski stated that at the June 19,2008 Public Works Committee meetIng, he <br />presented five areas in the City for possible .storm sewer improvements in 2008. He stated that <br />staff would like direction to proceed with thIee of these projects. He noted that'the projects at <br />16359 Kangaroo Street and Kamacite Street and 148th Lane/Avenue are still being discussed and <br />may be able to be resolved within the Public Works Department once how to solve the problems <br />are determined. He reviewed the three other projects. <br /> <br />Motion by Councilmember Olson, .secon4ed by Vice-Chair Dehen, to recommend to City <br />CoUncil that staff be directed to prepare plans and specifications for the 2008 Stom Water' <br />Improvement Project whi~h would include the improvements at 6941 152nd Avenue; LJama <br />Street and 163rd Avenue; and. 6043 Highway 10; and that staff continue to work with the <br />residents of the Kamacite Street and 148th Lane/Avenue project to determine the desited <br />alternative and to proceed with the implementation of that alternative. <br /> <br />. . <br />Motion carried. Voting Yes: Vice-Chait Dehen and Councilmembers Olson and Look. Voting <br />No: None. Absent: Chairperson Elvig. <br /> <br />Case #6: <br /> <br />Per~odic Inspection of Parking Ramp <br /> <br />City Engineer Jankowski stated that this is an informational case becaus~ of the recent concern <br />about inspection pf structures following the 35W bridge collapse. He. stated that there are three <br />types of inspections for parking ramps: . Type I, which is basically a visual inspection; Type II, <br />which. includes visual as well as nondestructive tests; and Type III, which consists. of visual, <br />nondestructive as well as more structural testing such as concrete core sampling. He stated that <br />the recommendation for inspections are that Type I begin in the 6th year, Type II in the 7th year <br />and Type III in the 7th.year.
