<br />Subsection 9.50.30 (Subdivision Design Standards) Subd. .10 (park and Open Space Dedication) j. (Required Improvements) <br /> <br />public open space purposes. In cases where the City may require <br />improvements an eScrow shall be required for the amount 'established the in <br />the Development Agreement: <br /> <br />1. Provide finish grading and. turf establishment for all park, playground, <br />trail and public open spaces and provide landscape screening in <br />accordance with City Policy. Except for 'natural areas that ate left <br />undisturbed and areas improved with buildings or paving. all areas <br />reserved for dedicated parkland shall include at least four (4) inches of. <br />topsoil. as dermed in Section 9.02. <br /> <br />2. Establish park boundary. comers for the purpose of erecting park limit <br />signs. Monuments of permanent character . shall be placed by the <br />subdivider at all angle and curve points on the outside boundaries of <br />all public property. <br /> <br />3. The subdivider shall submit a topographical, site, grading and <br />landscape plan prepared by a registered engineer or landscape <br />architect to the City for approval during the preliminary plat process. <br /> <br />k. Park Dedication Credit. In lieu of a full. park dedication or cash <br />contribution, the City may give credit for the following: <br /> <br />1. Constructing and paving trails which are identified by the City as <br />accessible bikeway/walkway trails in accordance with City Standards <br />concurrently with the roads ih their developments (i.e., grading with. <br />site grading and paving with street or parking lot paving). Grade and <br />provide appropriate surfacing, as approved by the Park and Recreation <br />CoIIllIiission, of trails identified by the City as horse or wilderness <br />trails. . <br /> <br />2. Complete, construct, and pave walkways which may be required as a <br />trail link connector in accordance with City Standards. Such <br />walkways may be within or abutting residential street right-of-ways. <br />No park deq.ication credit will be given for these connecting links or <br />construction thereof. <br /> <br />. 3. Provide sufficient public road acce~s and surfaced parking facility as <br />deemed appropriate by the Park and. Recreation Commission after <br />consideration of the recommendation of the City Engineer for <br />neighborhood parks and co~unity parks. <br /> <br />l. Agreement as to Dedication. Agreements in this Section shall be made as <br />part of the Development Agreement presented for approval along with the <br />final 'plat. Failure of the Council and subdivider to reach agreement <br />regarding the matters in this Section above shall constitute denial of the plat. <br /> <br />54 <br />
