Commissionet Brauer recited a portion of the plan which states, in part, that residents must hook
up to City sewer only if a pollution problem exists.

Mr. Hendrickson reiterated his concern that at some point there might be an effort to force
hookups or in the event that a system is deemed to be in a failed condition and stated he would
like to have homeowners be able to make the choice of hooking up or fixing their system.

Community Developmen! Director Miller stated the Comprehensive Plan has to be consistent
with the current City Charter and agreed the City could review the issue further to determine if
the City Charter should be amended.

Mr. Carlson stated one issue to consider is whether an enforcement of a potential health problem
is going to trigger the hook up requirement, e.g., if a routine inspection finds some sort of failure.

Eric Zaetsch, 6521 154th Lane NW, stated that Natalie Hass Steffen attended the October 18th
meeting and the projected population number was discussed; he asked her if the 13,650 units
represented units that were "connected" or "not connected" and Ms. Haas Steffen replied that the
Met Council is not concerned with connectivity and only wants the City to plan for 13,650 units.
He stated he felt this statement should be contained in the plan.

Mr. Zaetsch also expressed concern that neither the plan nor the Met Council gives any
consideration to the issue of water conservation. He stated the City's neighboring communities
draw from the same aquifer and asked that the neighboring communities be asked to review the
optimistic numbers contained in the plan and to consider the water availability based on those
numbers.

Chris Nelson, 760 166th Avenue NW, requested clarification regarding the transportation section
on page 54 of the plan as it relates to the 16ih Avenue extension.

Associate Planner Gladhill stated this is an error and staff had intended on removing it. He
indicated the map for the planned transportation shows it has been removed and the section of
text related to 167th Avenue was erroneously not removed. He added there are currently no plans
for 167th Avenue.

City Engineer Jankowski noted that as it stands now, the City has declared its intention to take
the east-west connector over to Variolite Street and there are a number of other elements that
need review before this is final.

Keith Simonet, 7131 166th Avenue stated he sent an email to Associate Planner Gladhill today
indicating his request to have his property included on the Low Density Residential list for future
development of his property.

Erica Sitz, 6521 154th Lane asked if there will be an opportunity to submit written comments to
staff.

Planning CommissionlNovember 6, 2008
