<br />Chairperson Nixt stated there were a number of comments received this evening and directed <br />staff to give appropriate consideration to the comments regarding land use designation. He stated <br />if there is a specific reason not to change the land use designation as requested by a homeowner, <br />staff should contact the homeowner and advise Council accordingly. <br /> <br />Chairperson Nixt stated with regard to the sewer hook-up issue, staff should work with the <br />consultant and give consideration to Mr. Hendrickson's comments to address his concerns <br />regarding the issue and the City Charter language. He stated the City Charter is the right place to <br />have this language and noted a Charter amendment is an onerous process; however, staff should <br />review the issue and make clarifications to the plan to the extent that the plan contains the <br />position that the City wants to take on the issue. <br /> <br />Chairperson Nixt stated he is uncertain what to do about the concerns raised by Mr. Zaetsch <br />regarding water. <br /> <br />Commissioner Brauer stated in previous conversations with representatives from the Met <br />Council, concerns were expressed about the issue of water and the aquifer the City is drawing <br />from. He added the Met Council is well aware of the issue and is looking at ways to remedy the <br />situation. <br /> <br />Chairperson Nixt stated the City recognizes that the ability to achieve the system wide housing <br />target is tied to the reasonable availability of limited resources. <br /> <br />Mr. Carlson asked to comment about Mr. Hunt's concern about the greenway corridor. He stated <br />this is a generalized plan that came from the County and as it is designated in this plan, it has no <br />legal authority and does not impose any development restrictions on this parcel. He indicated the <br />City could create its own development guidelines/zoning ordinances that take this into account <br />and the designation is a very broad designation with generalized information that could at some <br />point be put into some very specific implementation ordinance. <br /> <br />Chairperson Nixt directed staff to give appropriate consideration to Mr. Hunt's comments. <br /> <br />Commissioner VanScoy stated there were concerns expressed regarding spot zoning for MUSA <br />and asked how the City will manage future development that is contiguous to existing <br />development. <br /> <br />Mr. Carlson acknowledged this is a difficult issue that will need further work by the City. He <br />noted that the northern area of the City represents the most difficult area in this regard. <br /> <br />Motion by Commissioner Hunt, seconded by Commissioner Levine, to recommend that City <br />Council authorize distribution of the draft 2008 Comprehensive Plan Update for adjacent agency <br />review, subject to further review by staff as directed by the Planning Commission. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Hunt, Levine, Brauer, and Van <br />Scoy. Voting No: None.
