<br />Acting Chairperson Levine closed the regular portion of the Planning Commission meeting at <br />7:36 p.m. in order to call the public hearing to order. <br /> <br />Public Hearin2 <br /> <br />Acting Chairperson Levine called the public hearing to order at 7:36 p.m. <br /> <br />Presentation <br /> <br />Associate Planner Gladhill explained the City received an application for a home occupation <br />permit to establish a tree service located at 17725 Baugh Street NW. He stated it is staffs <br />opinion that the level of activity on the site operates beyond the parameters stated in the City <br />Code for Administrative Home Occupation Permit and therefore necessitates the application to <br />be processed in accordance with procedures established for conditional use permits. He added <br />there is significant outside storage of tree trimmings on the property, as well as a potential for <br />excessive noise and vibration from wood chippers. He further explained that vehicular traffic <br />trips are not to exceed two trips per hour per standard business day, or 16 trips within a 24 hour <br />period, and the applicant does not anticipate exceeding this threshold. He stated that staff has <br />added a stipulation that no diseased or infected wood will be allowed on the property to prevent <br />the spreading of such disease or infestation. <br /> <br />Chairperson Nixt arrived at 7:37 p.m. <br /> <br />Citizen Input <br /> <br />Cathleen McFarland, 9110 178th Lane NW, appeared before the Planning Commission and stated <br />she lives adjacent to the applicant and has complained to the City about the noise generated by <br />the business. She stated she received a call from Chris Anderson, who indicated that he had <br />contacted the owners and was assured at that time that there was no business being conducted on <br />the property. She indicated the noise level has diminished their quality oflife and it is very loud. <br /> <br />Dan McFarland, 9110 178th Lane NW, appeared before the Planning Commission and stated the <br />back of their property abuts the applicant's property and their business generates significant <br />noise. <br /> <br />Commissioner VanScoy asked at what time of day the noise levels are most noticeable. <br /> <br />Ms. McFarland stated it varies and there is no definite schedule, and added they notice the noise <br />levels frequently on Friday afternoons. <br /> <br />Applicant Cindy Goede appeared on behalf of her husband, who runs the tree service business. <br />She stated she understands the concerns raised by the McFarlands. She explained the nature of <br />their business to include trimming and cutting down trees, stump grinding, and selling of <br />firewood. She added most of the noise on the site is generated when they have clam trucks <br />taking the logs off of the trucks.
