She noted that unloading of <br />trucks does not occur every day. <br /> <br />Chairperson Nixt asked if staff has collected any data regarding the noise levels generated by the <br />business. <br /> <br />Associate Planner Gladhill replied that staff does not have any data and added there are no <br />documented complaints regarding noise levels coming from the site. <br /> <br />Chairperson Nixt stated that typically the City would look at compatibility including noise and <br />traffic, and staff has made a determination that this would be an appropriate use for this site. <br /> <br />Associate Planner Gladhill concurred and stated this is an acceptable home occupation based on <br />the specific parameters contained in the City Code. <br /> <br />Chairperson Nixt stated the reason this request is here is because the business is potentially <br />operating outside the parameters of the home occupation permit requirements. <br /> <br />Associate Planner Gladhill agreed and stated there is a potential for excessive noise and vibration <br />from wood chippers, but staff has not measured the noise levels on the property. He stated the <br />storage of logs is a concern to staff because the home occupation regulations require that there be <br />no outside storage of materials on the site. He added staff is also requiring the applicant to <br />upgrade the maneuvering areas with a minimum of a class V surface and preferably asphalt if <br />vehicles are driving on the property. <br /> <br />Chairperson Nixt stated the industrial districts require proper screening or enclosure of materials <br />and asked if the Code contains anything analogous that the Planning Commission can draw from <br />as a standard iil this case. <br /> <br />Associate Planner Gladhill stated if the Planning Commission desires proper screening, it would <br />need to be completely opaque, or a privacy fence that would conform to the Code and fence <br />regulations. <br /> <br />Chairperson Nixt stated there should be no evidence of outdoor storage whatsoever on the site. <br /> <br />Associate Planner Gladhill concurred and stated the applicant should be required to remove all <br />outside storage and there should be no exterior evidence of a home occupation. <br /> <br />Commissioner Van Scoy asked if a fence would meet that requirement. <br /> <br />Chairperson Nixt stated he was more concerned about the potential hazard as well as a violation <br />of the Code. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Levine, to close the public hearing. <br /> <br />Planning CommissionlNovember 6, 2008 <br />Page 7 of 18 <br />
