Avenue is not the best option and it was noted that a portion of the Flintwood neighborhood has <br />also been informed of this meeting. Dysprosium has been picking up traffic since the early <br />2000x, but the traffic patterns are now fairly stable. <br />Engineering staff and the Police Chief did discuss this at a meeting with residents, that, if this <br />went as proposed, to close it on a temporary basis, two years, for example.. There is a lot of <br />concerns about traffic and the actual volumes that may be experienced may be different than <br />people anticipate. Staff is suggesting that this be done on a trial basis and. if 142°d was closed, <br />signs would be posted east of Dysprosium to let people know there is not access to TH 47 and if <br />the gate was opened, it is proposed doing that 6 months after the closure of 142°d, so people that, <br />don't believe you can't. get to TH 47 will find that they can't and traffic patterns- will be stable <br />again. <br />Motion to recommend to -the City Council that a temporary closure be installed at 142°d Avenue <br />between the TH 47 and frontage road and Argon Street; and to palace "No Access to Highway. <br />47" signs. on 143`d Avenue, 142"d Lane, 141St Avenue and 1401 Avenue east of Dysprosium <br />Street. <br />It should also. be noted that staff has reviewed the need to keep vehicles from parking in front of <br />the Argon Street access gate and has posted it as a fire lane. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #3 Consider Relocation of Crosswalk on Ramsey Boulevard North of 149rn <br />Avenue <br />Background: <br />Staff explained that this crosswalk has been located on the Tom Thumb property and was here <br />because it facilitated pedestrian traffic to the Tom, Thumb, but with the development of the <br />townhome development, the pedestrian population has shifted to the south and it seems more <br />reasonable to relocate this to the southern side of 149tH Avenue. <br />Motion to recommend to the City Council that Anoka County Highway Department be contacted <br />to request that they consider the relocation of the existing crosswalk to the southerly. side of 149tH <br />Avenue at Ramsey Boulevard. <br />Action: <br />Ratify the recommendation of the Public Works Committee <br />COMMITTEE INPUT <br />Reviewed by: <br />City Administrator: <br />Public Works Dire or/Principal City Engineer <br />City Engineer <br />Assistant City Engineer <br />CC: 12/09/08 <br />-138- <br />
